Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The United States Air Force, 88th Air Base Wing, Wright-Patterson AFB, Ohio is seeking potential sources to provide a wet cell imaging system for Scanning Electron Microscopes. Firms responding should specify their products which meet the technical specifications provided below and provide detailed product information to show clear technical compliance. Additionally, sales history including recent commercial companies sold to should be included to determine commerciality. The requirement specifications are as follows: 1. Wet cell imaging system for Scanning Electron Microscopes (SEM). a. High resolution imaging of fully hydrated samples. b. Greatly reduced sample prep time and related artifacts. c. Compatible with energy dispersive spectroscopy and back scattered electron imaging of in situ samples. d. Reliable, reproducible and quantifiable results. e. System must also fit the sample holder of XL30, Sirian, and Quanta SEMs without alteration or adaptors. f. No coating or embedding of the sample should be required. g. Capsules must be supplied sterile. 2. Sterile multi-well plates for parallel handling of multiple wet cell imaging capsules, culturing cells in wet cell imaging capsules, and for inspection in an inverted light microscope. Sterile Multi-well Plate will be specially designed to maintain humidity of the samples during incubation. 3. Imaging Buffer will be optimized for imaging samples in an SEM with the capsules and formulated to minimize damage to the samples by the electron beam. The Imaging Buffer will be supplied sterile and lyophilized. 4. Multi-well Aspirator system designed to aspirate liquids from the sample capsules for use in applications requiring liquid exchange in capsules during sample preparation or cell culturing. The multi-well aspirator must drain liquids simultaneously from up to four capsules placed in a row in a Multi-well Plate. 5. Calibration Capsule which has been specially designed to assist first time users in finding optimal imaging conditions for wet cell imaging in their SEM. The Calibration Capsule will contain nanoparticles of two different sizes; i.e. 40 and 500 nm to provide a convenient means to calibrate the parameters for optimal wet imaging conditions. 6. Sufficient instructions to properly operate the wet cell product and obtain optimum results, such as User Manual, Applications Manual, Instructional Training Movie, and Imaging Quick Guide. 7. The oscillating diamond knife for room temperature ultramicrotomy compatible with a piezo actuator to produce an oscillation of the knife at a desired frequency and amplitude, parallel with the cutting edge. A depression in the foot of the knife allows the oscillation parallel to the cutting edge. The depression is rigid in the north/south direction and guarantees stability in the cutting direction. The knife will produces ultrathin sections almost free of compression with sections becoming thinner at the same thickness setting: since the volume of the section remains the same, the increased length leads to a decrease in thickness. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and with its affiliates; and the number of employees does not exceed 500. NAICS Code to be used for this acquisition is 334516. The Air Force reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. Capabilities package: All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities and product specifications related to this effort. Responses may be submitted electronically to the following e-mail address: Jessica.Morgan@wpafb.af.mil in a Microsoft word compatible format or mailed to 88 CONS/PKAB. POC: Jessica L. Morgan, 1940 Allbrook Dr. Ste 3 Rm 109, Wright-Patterson AFB, Oh 45433-5309 to be received no later than 5:00 p.m. Eastern Daylight Time, 6 July 2010 2010. Direct all questions concerning this acquisition to Jessica Morgan at (937) 522-4594.
