- The Mission and Installation Contracting Command, Fort Leavenworth, intends to issue a solicitation for Tactical Battle Command (TBC) System Instructor/Facilitator support for the C2 DMG and Battle Command Systems Integration Course located at Ft. Leavenworth, KS. TBC provides a mission critical suite of command and control products deployed into todays fight, while evolving to meet the needs of tomorrows mission. TBC is a critical element of the Army Battle Command Systems (ABCS) which combines multiple, complex capabilities into an integrated tool set allowing Warfighters to visualize the battle space and synchronize the elements of combat power while simultaneously collaborating and sharing data in near-real time. TBC includes: Maneuver Control System (MCS), Command Post of the Future (CPOF), Battle Command Common Services (BCCS), Tactical Share Point Web Portal, coalition interoperability, integration of Chemical, Biological, Radiological, and Nuclear (CBRN) capabilities, and Joint convergence effort with the Marine Corps. The suite of products are being fielded and used by Active, Reserve and National Guard units from battalion to Army Service Component Command (ASCC). Operators include Commanders, primary staff, and battle staff personnel from across the Warfighting Functions (WfF). The overall scope of this procurement will include the following: The contractor shall provide instructor/facilitator support in the development, revision, evaluation, and presentation of course material pertaining to the Tactical Battle Command (TBC) system instruction as part of the BCSI and C2 DMG courses. The Government anticipates a solicitation release date on or about July 20, 2010 through Federal Business Opportunities (FedBizOps) website. A single award of a Firm Fixed-Price contract is anticipated and award will be made to the offeror who provides a proposal that best meets the Governments requirement. All requirements, evaluation criteria, basis for contract award and proposal due date will be provided as part of the solicitation. The anticipated period of performance will consist of one base period, plus two option years. This procurement is set-aside 100% for Service Disabled Veteran Owned Small Business concerns only; under NAICS Code 611430, and who meet the small business size standard of $7 Million gross annual receipts. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) at www.ccr.gov. The solicitation and any documents related to this procurement will be available at the Government wide Point of Entry at http://www.fbo.gov/ and https://acquisition.army.mil/asfi.
