Description
The project consists of construction of estimated 10,000 linear feet of 12-inch and 8-inch diameter recycled water pipeline and will extend primarily within Main Street through the City of Torrance, Los Angeles County, California. The estimated cost range of construction is $1,000,000 - $5,000,000. NOTE: This project was authorized for construction under the American Recovery and Reinvestment Act (ARRA of 2009).NOTE: This procurement is 100% set aside for HUBZone small business concerns. See FAR 52.219-3 Notice of Total HUBZone Set-Aside (Jan 1999) for the entire clause. General information regarding this clause and HUBZone Set-Asides-Definition. HUBZone small business concern, as used in this clause, means a small business concern that appears on the list of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. Offers are solicited only from HUBZone small business concerns. Offers received from concerns that are not HUBZone small business concerns shall not be considered. Any award resulting from this solicitation will be made to a HUBZone small business concern. A HUBZone small business concern agrees that in the performance of the contract, in the case of a contract for General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other HUBZone small business concerns; or Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other HUBZone small business concerns. A HUBZone joint venture agrees that, in the performance of the contract, the applicable percentage specified above will be performed by the HUBZone small business participant or participants.ALL OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: The solicitation will be available on or about 30 June 2010. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Invitation for Bids will be posted on www.fbo.gov Viewing/downloading documents from www.fbo.gov will require prior registration in Central Contractor Registration (www.ccr.gov). Please note that ALL firms who want to access the solicitation, both prospective primes and subcontractors, must be CCR-registered, have a MPIN, and either a DUNS number or CAGE code. All interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small and disadvantaged firms in accordance with the provisions of Public Law 95-507. It is the responsibility of the contractor to check www.fbo.gov frequently for any amendments or changes to the solicitation.
