- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice of Intent to award to a Sole Source for FFA 400-326 Positive Pressure Chemical Biological Radiological Nuclear (CBRN) Filtration System, HDT part number: FFA400-326, NSN None, Quantity 94 Solicitation Number: W52H09-10-T-0270 Agency: Department of the Army Office: Army Contracting Command Location: TACOM Contracting Center - Rock Island (TACOM-CC) The Government intends to award by other than full and open competition in accordance with Subpart 6.302-1 (c). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitations and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42, effective 16 Jun 2010. This announcement constitutes a Sole Source buy and a formal, written solicitation will not be issued. This synopsis is restricted to HDT Tactical Systems, Inc., 30525 Aurora Road, Solon Ohio 44139-2795, Cage Code 92878. The item to procure is the FFA 400-326 Positive Pressure Chemical Biological Radiological Nuclear (CBRN) Filtration System, HDT part number FFA400-326, NSN Not applicable, Quantity 94 each. The end items supported are Collective Protective systems. The commodity described herein is proprietary and restricted to its original developer and equipment manufacturer, is determined to be a commercial item and FAR Part 12 applies. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This notice is published for subcontracting purposes only and is not to be construed as a request for proposals. FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2 Evaluation - Commercial Items and FAR 52.212-3 Taxpayer Identification apply to this acquisition. Offeror be advised to include a completed copy of the provision in FAR 52.212-3 Taxpayer Identification with your offer. FAR 52.212-4 Contract Terms and Conditions -- Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items and WAWF procedures also apply to this acquisition. FAR 52.204-7 Central Contractor Registration is also applicable. Defense Priorities and Allocations System (DPAS) rating is DO-C9e. Any additional contract requirements or terms and conditions will be included during negotiations. Offer is due by 8 July 2010. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The estimated date of award is 9 July 2010. The delivery date of these items is 30 Dec 2010.
