Description
THE POINT OF CONTACT FOR THIS PROCUREMENT IS ELSA GONZALEZ, TELEPHONE (310) 725-7499SIR Description: This is an 8(a) business set-asideThe Federal Aviation Administration (FAA) Western Service Area, Los Angeles, CA; hereby announces its intention to solicit a Request for Offer (RFO). Award will be made to the responsible offeror whose proposal conforms to the terms and conditions of the statement of work/specifications and whose offer is in the best interest of the Government. Evaluations meeting the past performance qualifications will be deemed ACCEPTABLE and award will be made to the lowest priced, technically acceptable offer. Past performance criteria that do not meet the minimum qualifications will be deemed UNACCEPTABLE. The cost proposal will be evaluated separately with respect to realism and reasonableness. Award will be made in accordance with AMS Clause 3.2.2.3-19, Contract Award. Proposals shall be evaluated as either "acceptable" or "not acceptable" on the basis of the following past performance criteria. Acceptable:The offeror must demonstrate successful completion of projects of same or similar work, with at least three (3) projects completed during the last three (3) years. Contracts listed may include those entered into by the federal government, agencies of state and local governments, and commercial customers. The offeror's past performance will be evaluated on the basis of information furnished by the offerors customers on contracts including current contracts similar in size, scope of work set forth in the respective Scope of Work/Specification. The successful offeror must furnish all necessary labor, equipment, materials, supplies, tools, and supervision necessary to provide janitorial services at the Edwards High Desert TRACON located at the Edwards Air Force Base, California. The solicitation will request pricing for the base period and four (4) option years. Contractors must have an active registration in the CCR before contract award can be made. Contractors can register at: www.ccr.gov The work will be performed in strict accordance with the specifications and contract provisions under the subject contract. Award of a firm-fixed-price contract is being contemplated to a responsible offeror who submits the responsive offer to this requirement. Firms seeking bonding assistance may refer to www.nasbp.org, which is the website supporting the National Association of Bond Producers (NASP). Users may click the "Find a Producer" link found in the upper right corner of the website, where they then can select the state in which the firm is seeking to qualify for bonding. b. To promote the financial assistance programs available from the Office of Small and Disadvantaged Business Utilization (OSDBU, S-40), procurement teams should add the following information in each public announcement of procurement:"This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
