Description
NASA/GSFC has a requirement for:Qty:1; N5244AU, N5244A Upgrade Kit to include N5244AU-080 Add Frequency Offset Mode.Qty:1, N5244AU-028, Add Noise Figure Measurements Using Standard ReceiversThe Microwave Instrument and Technology Branch (555) currently owns an Agilent N5244APNA-X instrument, which is capable of making a majority of measurements necessary tocharacterize the components. With the addition of software options N5244AU-026 andN5244AU-080, the PNA-X will be capable of making all necessary measurements withoutadditional measurement equipment. NASA/GSFC intends to purchase the items from Agilent Technologies, Inc.pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom only one source.It is our understanding that Agilent is the only vendor that can sell these proprietaryoptions specifically designed for their PNA-X instruments. It is also advantageous forNASA to procure the proposed options for the existing PNA-X because NASA will saveroughly $60,000 by not purchasing an entirely new piece of measurement equipment. The Government intends to acquire a commercial item using FAR Part 12. This synopsisshall not be construed as a commitment by the Government, nor will the Government pay forthe information solicited. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or faxto 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onJuly 22, 2010. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis,based upon responses to this notice, is solely within the discretion ofthe government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Itis the offeror's responsibility for downloading their own copy of this notice andamendments (if any). An Ombudsman has been appointed. See NASA Specific Note 'B'.
