Description
The Naval Surface Warfare Center, Carderock Division intends to award a purchase order to provide mechanical engineering services to develop an experimentally calibrated and verified, computational tool which accurately predicts the plastic response and failure due to fatigue and ductile fracture under the influence of residual stresses of a structural aluminum alloy. This numerical tool will not only be able to be used in reliability assessments and survivability analyses of aluminum ship structures, but also in development of fracture control plans for ship design and optimization. It is anticipated to make a single firm-fixed-price purchase order award with a total period of performance from the effective date of award through one (1) year. The intended source is the University of Akron of Akron, OH. The statutory authority permitting other than full and open competition in 10 U.S.C. 2304 (c)(1) pursuant to FAR 6.302-1 - Only a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements. It is not feasible to have another source provide these services because the University of Akron has had a significant role in developing the model that this work aims to extend, and their current knowledge and skills of the highly technical work to be performed is necessary for this effort to be completed successfully. No formal RFQ will be issued due to the fact that this is a sole source requirement. All responsible sources may submit a capabilities statement which shall be considered by this agency. Please note that forwarding a capabilities statement does NOT mean the requirement will be changed from sole source to competitive, however, all capabilities statements received will be reviewed and considered.
