- This notice is posted in accordance with FAR 5.101(a)(1). The Federal Emergency Management Agency (FEMA), Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather, VA, intends to award a sole source contract to On Call Communications of Foothill Ranch, CA for a Turn-key 1.2 Meter Ku-band uplink portable satellite system and network H.264 encoded video transport system, in order to meet current and future satellite transmission requirements. In accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, this product is only available from On Call Communications, and is the only product that will meet FEMA's needs at this time. FEMA has already made a substantial investment in 149 of these systems, which are currently in use throughout the agency. The agency already has a pool of available spare equipment, and has been trained in the operation of this system. To introduce a different system would incur significant additional costs, and disruption to ongoing service. This product is considered commercial in nature. In accordance with FAR 5.2, t his announcement is for informational purposes only. No Request for Quotation will be provided, and telephone requests will not be honored. All inquiries and concerns must be addressed in writing via the e-mail link below by the response date above. Any response must show clear and convincing evidence that the responder can meet the requirements listed herein, and competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
