Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Radiation Biology Branch (REB), Chernobyl Research Unit (CRU) plans to procure on a sole source basis with Olga Polyanskaya, Ph.D., Nemiga Street, 8-15; Minsk, Belarus 220004 to provide services, recommendations, and guidance between the United States and Belarus regarding the Cooperative Chernobyl Related Study. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 the business size standard is $7M. Only one award shall be made as a result of this solicitation. This is a firm fixed price award. The period of performance shall be for twelve months from September 19, 2010 through September 18, 2011 with two (2) twelve month option periods. The Chernobyl Research Unit (CRU), Radiation Epidemiology Branch, Division of Cancer Epidemiology and Genetics, National Cancer Institute, sponsors the joint U.S.-Belarus study of the health effects of the Chernobyl Accident: "Thyroid Cancer and Other Thyroid Diseases in Belarus Following the Chernobyl Accident". The Belarusian collaborators are predominantly located in Gomel's Research Center for Radiation Medicine with a smaller component in Minsk Oblast where about a third of the cohort resides. Contractor Requirements The contractor must reside in Belarus in order to provide the constant presence that is required for the numerous administrative needs that arise; the Contractor shall maintain communication facilities (telephone, e-mail, fax, printer, and computer and a point of contact. The contractor must possess the ability to speak and write in the two languages (Russian and English), proficiently using scientific terminology related to the study. The Contractor shall also possess in-depth knowledge of the health organizations in Belarus and have an established network of professional contacts in academia and government. The Contractor shall also have scientific expertise in Chernobyl health and environmental issues, including a doctoral or equivalent degree. The Contractor shall perform the following tasks: The contractor shall be required to travel to Gomel, Belarus to participate in discussions on the progress of the activities of this procurement which shall be made in the framework of meetings organized by NCI and attended by US and Belarusian experts. In addition, attend routine local scientific conferences of local staff in Minsk and Gomel reporting the proceedings to the COTR with pertinent information by fax or in writing. Serve as a translator/interpreter from Russian to English and between English speaking and local individuals for routine conferences and scientific meetings held in Minsk or Gomel at least quarterly that are considered appropriate and are approved by the COTR. The composition of the meetings includes senior Belarusian staff (10-15) and select visiting US consultants (4-15) for duration of 2-3 days. Maintain routine (at least weekly) professional and personal contacts within the various agencies in Minsk and Gomel to remain informed on current issues and report developments to COTR. Convey instructions to BelAm Project Staff. Monitor performance of local staff. Assist the local Project leadership by interpreting instructions (when needed) from the NCI, requirements and directions based on intimate knowledge and understanding, and familiarity with NCI procedures and regulations, maintaining at a minimum weekly contact with senior BelAm staff. Provide the COTR and/or visiting team members with scientific and background information on topics relevant to site visit meetings which will be attended by NCI representatives in Belarus. Dr. Olga Polyanskaya is uniquely qualified to fulfill all the criteria identified above. She can speak and write in Russian and English fluently and is using the scientific terminology proficiently. She has personal ties with many experts in this type of work having been involved directly or as a consulting person in this project from its very beginning. She participated in the discussions being held just prior to the transfer of the Project from Minsk to Gomel and she continued actively working in Minsk and commuting as necessary to Gomel. She directed the quality control and epidemiologic activities in the Project for the past 3-5 years. Dr. Polyanskaya is a resident of Minsk but, for the past 3 years often commuted to Gomel for conferences technical discussions and consultation to the local staff. She has established direct contact with the local medical staff who are vital to the success of the project. She has a keen insight into potential problems, understands the American approach to project management and can adopt it to Belarusian reality and work culture effectively interfacing US management with Belarusian operation mode. For these reasons, no other source is known to the NCI who can complete the specific tasks required towards the Chernobyl study. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished shall be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet the above requirements. One original and one copy of the capability statement must be received in the contracting office by 11:00 am eastern time on July 22, 2010 to Ashley Virts, Contract Specialist. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to virtsa@mail.nih.gov. It is the vendor's responsibility to insure all questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
