- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage will serve as an alternative if the FBO website is unavailable. NAVSURFWARCEN Crane Division proposes a contract action for supplies. The Government intends to solicit and negotiate with only one source, Guidance Navigation Limited, 4 Dominus Way, Meridian Business Park, Leicester, LE19 1RP, UK in accordance with FAR 6.302-1(a) (2), "Only one responsible source and no other supplies or service will satisfy requirements." The Government intends to negotiate a firm fixed price (FFP) indefinite delivery - indefinite quantity (IDIQ) contract covering a five year period. All other offeror's may submit a proposal that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR Part 13.5 procedures will be used. CLIN 0001 - RadaScan Radome "360 degree" Transponder: Min 12 each and Max 24 each.The procurement will be Fob Destination. Delivery is required 45 days from effective date of delivery order. The solicitation will be available for download on or about 22 July 2010. Closing date will be on or about 05 August 2010. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and or NECO for amendments that may be issued to this solicitation. Each interested vendor shall download the solicitation and monitor the FBO and NECO websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offeror's that provide a proposal will be provided any changes / amendments. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a proposal from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format.
