Description

The U.S. Geological Survey intends to make a non-competive award to American Bird Conservancy in The Plains, VA for random route establishment, participant recruitment and training, route sampling and report to be provided by the Biologist and delivery to U.S. Geologicial Survery, 12100 Beech Forest Road, by March 15, 2012. There are no ooption period for thie requirement. The Conservancy is the only known source for this requirement becausee of the unique knowledge and capabilities that well enable the USGS complete the requirements outlined. The Conservancy has extensive experience and resources that have been essential to other USGS national scale projects. In accordance with FAR 5.207, all responsible source may submit a bid, proposal, or quotation which shall be considered by the agency, however, THIS NOTICE IS FOR INFORMATIONAL PURPOSE ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b)(1).
