- Contains Attachment 1 -DOC -Small Business Subcontracting Plan The following are questions received pertaining to Solicitation # SB1341-10-RQ-0472 and the responses. 1. Can the proposal/quotation be delivered electronically by July 13, 2010 12:00PM ET, or must it be delivered in hardcopy by that deadline? Response: Please deliver the proposal/quotation electronically. 2. Should the response include a proposal/quotation for the administration (ONLY) of a project that accomplishes the specific tasks, deliverables, and performance requirements outlined in the Statement of Work, or should the response also include a quotation for the funds that will be released to State & Local programs? It is not clear from the RFQ whether a response should outline recommended amounts of funding to State & Local programs for completing any of the four tiered evaluation methods and/or amounts of funding for improvement of local quality programs given the OFIs of the evaluation. Response: It is not necessary to include a quotation for the funds that will be released to the State and Local Programs in your response to the RFQ. However, as noted in the SOW Section III.1 and Section VII the [winning/selected] contractor will propose a plan to provide funds as incentive to participate which must be reviewed and approved by the COTR. 3. Do we need to respond differently since this is an RFQ rather than an RFP? Response: Please respond in accordance with 52.212-1 Instructions to Offerors-Commercial Items (Jun 2008). 4. Will a Small Business Subcontracting Plan be required for this procurement? Response: A Small Business Subcontracting Plan may or may not be required depending upon the final price and pursuant to FAR 19.702(a)(1)(see Attachment 1 added as a separate document) in response to this solicitation for the Government's consideration.
