- Under authority of FAR 6.302-1, Only one Responsible Source, the U.S. Census Bureau intends to negotiate and award on a noncompetitive basis an agreement with Jmat Systems, LLC, to design and provide in-country deployment of the integrated Computer Assisted Data Entry (iCADE) system to the Bangladesh Bureau of Statistics (BBS). Jmat Systems is uniquely qualified to provide the support needed for international iCADE projects and specifically for the Bangladesh population census. Jmat has extensive experience setting up international IT networks. In addition, Jmat has specific institutional knowledge of the iCADE system, access to local off-site facilities and equipment to stage and setup a prototype of the iCADE Bangladesh network. Jmat has specialized experience working with international IT entities, Bengali IT vendors, and an established working relationship with the BBS engineering staff. Jmat also has extensive experience and knowledge of the United Nations (UN) and the United States Agency for International Development (USAID) IT procurement process. The U.S. Census Bureau has determined that Jmat Systems LLC is the only known source with the knowledge and experience needed to design and provide in-country deployment of the integrated Computer Assisted Data Entry (iCADE) system to the Bangladesh Bureau of Statistics (BBS). The intent of this synopsis is for information purposes only and is not a request for competitive proposals. No solicitations will be issued.
