Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE AT THIS TIME. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is seeking information from potential sources for an airborne video recording system capable of satisfying the functions outlined below. Background: The proliferation of airborne EO/IR HD sensors has driven a need for increased speed and capacity in airborne video encoder/recorder/exploitation systems. Not only is high fidelity recording of all imaging channels desired, but associated NGA compliant metadata must also be recorded along with the imagery in such a fashion to allow later exploitation and easy retrieval and review during mission. Desired capability/functionality: The recording system will consist of three components: H.264 encoder, recorder, and exploitation software. The encoder should be capable of handling both NTSC and SMPTE 292M video streams and converting them to H.264 (MPEG-4 Part 10 over MPEG 2-TS) video. In addition, NGA compliant metadata embedded in the SMPTE stream should be passed unaltered on a frame by frame basis. The goal is to encode the video with near lossless compression with a minimum of 20 Mbps throughput. There is a desire to have an encoder capable of outputting a single user selectable H.264 video stream to a downlink simultaneously at a lower fixed bit rate. Encoders tailored to handle airborne imagery with noisy and rapidly changing scenery with minimum artifacts are preferred. The recorder should input H.264 video and record to hard or solid state drives. The goal is to record 4 channels of H.264 streams in parallel for up to 8 hours with minimal maintenance (i.e. changing out hard drives). The video should be recorded in 1 minute clips with the associated unaltered metadata. Solutions using COTS hardware in 19" rack mounted format are desired for both encoder and recorder. In addition, search software is required to search the recorded video database by any metadata tag in near real time. Any additional exploitation capabilities, such as the ability to tag or annotate and disseminate clips or snapshots, are preferred. Vendors providing all or part of the full solution are encouraged to reply. All interested parties may provide catalogs, drawings/illustrations, technical manuals, training description/material, warranty, testing documentation, brochures and/or any other documentation that describes the capability to design, develop, manufacture and support an effort of the type described herein. This RFI is issued for the purpose of determining market interest, feasibility, and capability of sources and does not constitute a request for proposal. This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding upon the government. No reimbursement will be made of any costs to provide information in response to this announcement or any follow-up information requests.
