Description
The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Electronic Power Research Institute (EPRI) and General Electric (GE) to provide training on NRC's boiling water reactor vessel inspection program (BWRVIP) to be held twice per year over the next 4 years. The EPRI NDE Center is the only training provider that possesses a full scale GE BWR mockup in the US, which provides hands on experience with component configuration, component cracking history, inspection requirements, and available inspection techniques for each of the BWR vessel internals program. This training allows for trainees to be taken down into the vessel mockup to view the internals in their actual locations. The course also includes training on the examination methods used for the various components (e.g., EVT-1 [enhanced visual techniques]). EPRI utilizes copyrighted reports on on understanding the technical basis of inspections requirements and the how/why a BWRV inpsection is performed, for which EPRI is the only entity that may instruct on these documents. This is not a request for competitive proposals. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and 13.501. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
