- Description
- Justification for Other Than Full and Open Competition The Defense Threat Reduction Agency (DTRA) intends to increase the ceiling on the Nuclear Deterrent and Weapons of Mass Destruction Support (NDWSP) Services IDIQ with SAIC under contract HDTRA1-04-D-0021. The Government requires immediate and continued support to perform existing and planned tasks pending the award of the follow-on contract (expected to be in May 2011). SAIC has in-depth knowledge and expertise in the areas of nuclear surety, nuclear stockpile issues, nuclear exercise planning, and a unique appreciation and understanding of the national nuclear policy issues that affect DTRA. As the current supplier of this highly specialized / niche WMD support services, SAIC is the only source capable of fulfilling the Governments' requirements for continued support and sustainment of the NDWSP program through the remainder of the ordering period up through September 2010. SAIC is the only vendor capable of meeting the Governments' requirements for WMD support services, time and other factors considered.
