Description
GFE Drawing This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Solicitation number is HSCG85-10-Q-P45PV8 and is issued as a Request for Quotations. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-24. The NAICS Code is 333611. The small business size standard is 500. This is an unrestricted procurement; all responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. The requirement is for Solicitation Period of Performance: 29 July 2010 to 14 August 2010. Work Days and Hours: Monday thru Saturday 0700 - 1700 The Cutter POCs are:ENS Dyrdahl and/or MKC Jose at 510-437-3451/3452 STATEMENT OF SERVICES REQUIRED NOTE: During performance of the work specified below, one of the ships two refrigeration plants must be maintained in operation at all time to insure proper storage temperatures of food on-board the ship. A failure of the operating refrigeration system, without the fault of the contractor, during the performance of the below described work, will not be cause for termination of the contract or any other adverse action by the Coast Guard. However, any such failure of the operating refrigeration system must be documented and reported immediately (within 10 minutes) to the Officer of the Deck, and the Engineering Officer, if available. 1. The Contractor shall furnish all labor, equipment, staging, materials, fittings, tools, etc., necessary for proper completion of each item of work in Paragraph 5 below unless the specifications indicate the Coast Guard will provide Government Furnished Materials (GFM) or Government Furnished Equipment (GFE). Paragraph 5 specifies exactly what GFM/GFE will be provided. All other materials, equipment, and supplies of any kind are the responsibility of the contractor. 2. In the presence of Coast Guard Inspector, inspect and test all equipment that will be disturbed during the performance of this work to document their original condition. Submit a Condition Found Report for all such equipment and systems noting any existing (pre-work) discrepancies in their operation. 3. Prior to start of work on this Item, notify the Coast Guard Inspector in writing of equipment, systems, circuits, components, piping, and valves that require isolation so that tag-outs can be accomplished by the Ship?s crew as required by COMDTINST 9077.1, Equipment Tag-out Procedure. 5.3 Install GFE item, indicator light on controller cabinet, which will indicate timer has been activated. Contractor shall install a total of 6 (six) indicator lights to CG designated controller boxes. Indicator lights provided as GFE. 5.4 Remove Suction Filter/Drier Shell, and install new GFE item. Contractor shall complete install, on both compressors, with correct allignments with regards to direction of flow. Ref York Int Corp DWG #077-18147-002. Suction Filter/Drier Shell provided as GFE. NOTE: Suction Filter Shell in drawing is documented in opposite direction of flow (Drawing is incorrect). 5.5 Renew all liquid line filter/drier cores and oil filter cartridges. New filter/drier cores and filter cartridges provided as GFE. 5.5 Renew and Replace the following GFE items. Contractor shall renew all liquid line filter/drier cores and oil filter cartridges and shall drain and refill the oil separator with new GFM oil. New filter/drier cores and filter cartridges will be provided as GFE and oil provided as GFM. 5.6 At completion of the above work items, Contractor shall demonstrate to the satisfaction of the Coast Guard Inspector that the entire refrigeration system is fully functional and that the refrigeration and freezer boxes are operating within the manufacturer's specified temperature range. Quotations submitted in response to this solicitation must include: (1) Solicitation number HSCG85-10-Q-P45PV8; (2) CLIN number, item name, part number, and unit/extended prices for all CLIN's (3) proposed delivery after receipt of order in calendar days for each CLIN; (4) past performance information as required above (5) verification that each item shall be individually preserved, packaged, marked, bar-coded and shipped surface freight in accordance with best commercial practices; (6) taxpayer identification and Dun & Bradstreet (DUNS) number and Central Contractor Registration (CCR) number; (7) Contractors full name, address, and telephone number. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e).
