Description
Statement of work and work area drawing This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6. As supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-3, effective March 31, 2009. The applicable North American Industry Classification Standard Code is 48849 and the small business size standard is $7,000,000.00. The award will be in accordance with FAR 6.1. The solicitation will result in a firm- fixed price contract. Please submit all questions via email to the Point of Contact by July 22, 2010, 11 am Eastern Standard Time. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The intention of this solicitation is to obtain a contractor to provide non-personal services for snow and ice removal at DLA locations, Kleber Kaserne, Kaiserslautern. The contractor shall provide all personnel, supervision, equipment, tools, materials, vehicles, and other items and services necessary to perform the services required under this contract. The services shall be performed on an on-call, as required, basis when snow accumulates more than 7 cm (2 inches) or the areas to be serviced are icy. The contractor shall remove snow and ice on paved areas in accordance with the specifications and as outlined in attachment #1 of this instrument. After snow and ice have been removed, the contractor shall apply salt to all paved areas, entry steps, entry ways, and sidewalks when ambient temperature is at or below freezing or forecasted to go below freezing. If required, the contractor shall complete the required services prior to 0600 hours, responsive to late morning or mid-afternoon snowfall, Monday through Friday at the following locations: a.Street intersecting at Kleber Shoppette and F Street leading to parking area for DLA activities. b.Paved areas encircling buildings 3227, 3228, 3229, and 3230 (front and rear of buildings) c.Handicap ramp at building 3230 d.Handicap lifts at buildings 3227 and 3229 e.Sidewalk between buildings 3227 and 3222 f.Sidewalk between buildings 3228 and 3222 g.Sidewalk between buildings 3229 and 3222 h.Entrance steps (front and rear) building 3227 i.Entrance steps and paved are (front East and West siDLA Installation Support) building 3229 j.Entrance steps (front and North side) building 3228 k.Paved parking between 3222 and 3209 l.Paved parking between 3209 and 3222 The contractor shall be available 24 hours a day, 7 days a week for required on-call services and will provide a point of contact and telephone number to be used to request services. Point of contact must be able to understand and speak English. Contractor will advise the DLA Business office point of contact prior to commencing work and will obtain authorization for service. Each call will be assigned a service order number to ensure proper contract execution. The DLA Business office point of contact will produce a service request for signature by the contractor upon completion of work. It is incumbent upon both parties to obtain signatures on the service request prior to monthly invoicing. The DLA Business office point of contact shall perform quality control of the work performed and the contractor will immediately correct any identified discrepancies. Period of performance is 1 November 2010 through 30 April 2011. Approximately 25 calls will be made against contract. Service should include all necessary salt and required equipment. In order to be technically acceptable, the proposal must meet all of the requirements of the Statement of Work. A minimum of three Past Performance Questionnaires must be completed by current or past customers and provided to the contracting office no later than the close of this solicitation. The contractor must be prepared to optain a valid Installation pass/passes and meet the good conduct check criteria required to maintain an Installation Pass. The following factors will be evaluated in accordance with the statement of work.
