- Department of Homeland Security (DHS) is releasing a pre-solicitation notice for a "Classical Swine Fever (CSF) Serology Study" entitled the "Evaluation of Antibody Responses Following Modified-Live CSF Vaccine Candidate Administration." The tasks involved in this study include the following: Characterize serological responses in domestic swine of different ages following administration of a modified live genetically-marked CSF vaccine candidate. As such, the main objectives of this effort are as follows: (a) Obtain and analyze CSF antibody ELISA titers in swine of different ages administered a modified-live, attenuated antigenic marker CSF vaccine; (b) Analyze antibody titers to a positive antigenic marker in swine of different ages administered a modified-live, attenuated antigenic marker CSF vaccine; (c) Analyze antibody titers to a negative antigenic marker in swine of different ages administered a modified-live, attenuated antigenic marker CSF vaccine. To meet the objectives stated above the performer shall engage in: (a) Clinical vaccine study in domestic swine of different ages; (b) Laboratory analytical assays on collected swine serum samples; (c) Statistical analysis of laboratory analytical data. As a result, DHS Office of Procurement Operations (OPO) anticipates issuing a Request for Proposal (RFP), approximately 15 days after publication of this notice. This acquisition will be a Full and Open, Best Value competition, in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Firm-Fixed-Price contract will include an estimated two-year period of performance, in order to support DHS Science and Technology Directorate. This pre-solicitation notice is not to be construed as a formal solicitation nor is this an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this notice. This notice is for information and planning purposes only. The Government will not provide reimbursement of costs associated with any documentation or communication submitted in response to this notice. Any submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. Questions or comments to this notice should be addressed to the Contracting Officer. Exchanges during the source selection process may include clarifications, communications, and discussions, as necessary. Contract award is estimated for 4th quarter Government Fiscal Year 2010. Department of Homeland Security anticipates a single award. This competition shall exclude award to a foreign contractor based on the required access to restricted information during contract performance.
