- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Services to relocate a Mobile Switching Office and the 1 Governate Dispatch Center in support of Iraqs AFRN (w/TETRA standards) Salient Characteristics: CLIN001: Services to relocate a Mobile Switching Office and the Governate Dispatch Center in support of Iraqs AFRN (w/TETRA standards). System validation, a site survey, disassembly, crating, movement, re-installation at the new Kirkuk MSO/GDC facility built by the MOI and revalidation of the system. Salient Characteristics Project Management Dimetra System Engineering Stratex System Engineering De-installation and re-installation labor for tower, generator, UPS, fuel tank RF and microwave equipment Dimetra system testing and commissioning Electrical work Document Deliverables to include: a Site Survey, Installation Plan, Validation and Test Plan, As-built Drawings and Quality Control Plan. These deliverables will be written in English and Arabic. BASIS FOR AWARD: The Government intends to make an award to the Contractor who submits the lowest technically acceptable, responsive proposal, and is deemed acceptable and responsible by the Contracting Officer. The Offerors must submit a proposal on the full quantity identified. The Contracting Officer reserves the right to make no award under this procedure.
