EA133E-10-RQ-1032 - Solicitation Synopsis: The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is exploring sources, on behalf of the National Climatic Data Center (NCDC) for Commodity Internet Service. The National Oceanic and Atmospheric Administration (NOAA) National Climatic Data Center (NCDC) is the world's largest active archive of weather data. NCDC produces numerous climate publications and responds to data requests from all over the world. NCDC operates the World Data Center for Meteorology which is co-located at NCDC in Asheville, North Carolina, and the World Data Center for Paleoclimatology which is located in Boulder, Colorado. Specifically, NCDC requires Internet connectivity to provide public access to NCDC's research products as well as to provide connectivity for the staff to access other research data throughout the world. The Internet connection will facilitate collaborative work with scientists around the world. The DOC/NOAA is seeking the following information: The NOAA National Climatic Data Center (NCDC), Asheville North Carolina requires additional bandwidth in a single connection with data transfer speed of 700 Megabits per second (Mbps) with the option of providing additional bandwidth in 200Mbps increments to support its mission to provide climate resource information to the Nation. The period of performance for this contract is a base period from date of award to twenty two (22) months thereafter. Access and connectivity required at NOAA NCDC, 151 Patton Avenue, Asheville, NC 28801-5001. The Contractor shall provide a single managed solution for access to commercial commodity Internet; The Contractor shall have the capacity to provide bandwidth in a single connection at 700Mbs with the option of providing additional bandwidth in 200Mbps increments; The Contractor shall provide this service with no packet loss from Customer edge to Provider Edge devices; The Contractor shall maintain redundant paths for the connection to ensure continuity of operations, availability and reliability; The Contractor shall provide hardware to support each end of the connection; The Contractor shall size chassis hardware to allow for additional independent services, with scalability of at least 200% growth; The Contractor shall provide "trouble" notification and resolution procedures; The Contractor shall provide notification of all maintenance schedules; The Contractor shall locate equipment in the Computer room at NCDC as required; The Contractor shall manage hardware support to include routine maintenance, upgrades and repairs; The Contractor shall provide and manage any required cross connects; The Contractor shall provide all management and oversight of potential subcontractors; The Contractor shall provide 24x7 monitoring of solution health. The contractor shall provide: An acceptance test plan to validate bandwidth and local loop quality; End-to-end Optical time domain reflectometer (OTDR) results; End-to-end Optical loss measurement; Access to circuit utilization reports and graphs providing at least the 5 minute average; A detailed path map (street level); The mean time to repair in the event of a outage; Report of root cause for all unplanned outages; Notification to NCDC operations of outages within 1 hour of initial outage determination and provide status updates every 2 hours till corrected; Notification to NCDC POC of all planned outages; Provide monthly utilization reports. This is a full and open solicitation. The North American Industry Classification System (NAICS) code for the acquisition is 517110. NOAA anticipates 1 contract award as a result of this solicitation. The solicitation and proposed fixed price contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following non-price factors (Factors 1 and 2), listed in descending order of importance, when combined, are significantly more important than price (Factor 3): Factor 1 - Experience, Factor 2 - Past Performance, Factor - Price. To be eligible for award, vendors must be registered with the Central Contractor Registration (CCR): www.ccr.gov and obtain a DUNS number by calling 1-800-333-0505. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration.
