- This is Amendment No. 0003 to Synopsis/Solicitation No. N4503-10-0325. This action provides the following guidance/reminders: (1) As stated in the original Synopsis/Solicitation dated July 8, 2010 "Hard copy proposal documents only shall be accepted for this solicitation (No faxed or electronic proposal documents will be accepted"). In order to provide the necessary instructions on how to properly submit your response the following information is provided. Instructions, Conditions and Notices to Bidders Quotes are due (closing time/date) at 3:00 p.m., Local Time, Friday July 23, 2010 Offerors shall affix their names and return addresses in the upper left corner of the proposal package. Packages/envelopes containing quotes must be sealed. The outermost package/envelope or wrapper of all proposal packages should clearly identify the solicitation number (N4503-10-0325) and the date and time proposal is due. All hand delivered proposals must be deposited in the bid box of the office of: National Park ServiceNortheast Regional OfficeU.S. Custom House200 Chestnut Street3rd Floor, Room 346 Philadelphia, PA 19106 The National Park Service is located in the U.S. Custom House at 200 Chestnut Street, 3rd Floor, Philadelphia, PA 19106. The building is marked by a "U.S. Custom House" sign. The Bid Box is located in Room 346, NPS Mail Room on the 3rd Floor and is clearly marked "NATIONAL PARK SERVICE Bid/Proposal Box". Access to the "Bid/Proposal Box" is only on working days between the hours of 6:00 AM and 6:00 PM. Local Time. The term "working days" excludes weekends and Federal holidays. Hand-carried bids must be deposited by a representative of the offeror in the "Bid/Proposal Box" at the above address prior to the time and date set for bid opening. Any hand carried quote/bid/proposal submitted after the time and date set for receipt will not be accepted. When entering the building, please allow sufficient time (approximately one-half hour to one hour) for all packages/envelopes to be scanned by the Guards at the main entrance to the U.S. Custom House. All packages/envelopes must be scanned before entrance is permitted to the building. Quotes/Bids/Proposals tendered by a commercial carrier (e.g., Federal Express, United Parcel Service, Purolator Courier, etc.) are considered hand-carried Quotes/Bids/Proposals. Offerors are responsible for ensuring these Quotes/Bids/Proposals are deposited directly in the bid/proposal box, by whoever delivers that bid on the offeror's behalf, prior to the quote/bid/proposal opening time. The government will not deposit hand-carried quotes/bids/proposals in the bid/proposal box nor acknowledge receipt of such from commercial carriers or the quote/bidder/proposer itself which may result in the commercial carrier not leaving the package. A bidder's failure to timely deposit its hand-carried quote/bid/proposal in the bid/proposal box shall render the bid late. NOTE 1: Not all commercial carriers will deposit hand-carried Quotes/Bids/Proposals directly in the bid/proposal box. NOTE 2: It is the bidder's responsibility to confirm with the commercial carrier if they will deposit the proposal directly in the bid/proposal box. NOTE 3: If commercial carriers are used, the bidder is responsible for ensuring carrier personnel are given correct bid deposit instructions. Mailed proposals shall be sent to the address identified above - Room 313. Failure to submit a response by the time and date established may result in the quote/bid/proposal not being considered. By submitting proposal, contractors agree to comply with all terms and conditions as set forth in this solicitation. (2) If your firm has submitted a response based on the "Sources Sought" Announcement dated June 26, 2010 please note that you are still required to submit a hard copy formal response to the Combined Synopsis/Solicitation. The deadline for receipt of responses to this combined Synopsis/Solicition remains at 3:00 PM Local Time on Friday July 23, 2010.
