Description
BACKGROUND: The Naval Air Warefare Center, Aircraft Division (NAWCAD) Patuxent River, MD is announcing its intention to seek all possible sources for modifying the AN/SSQ-36, AN/SSQ-53, AN/SSQ-62, AN/SSQ-101A, and AN/SSQ-125 Navy sonobuoys with a precision location system and a digital telemetry link to provide the ability to perform ASW from high altitude, nominally at or above 25,000 feet of altitude. The PSC for this requirement is AC63 and the NAICS code is 334511. REQUIREMENTS THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. This Sources Sought is not open to participation by foreign firms at the prime contractor level. The sonobuoys will be deployed from US Navy ASW platforms, with the P-8A Poseidon Maritime Patrol and Reconnaissance Aircraft as the lead platform. The sonobuoys shall be capable of being launched from all platforms capable of launching "A" sized sonobuoys. The modifications to the sonobuoys shall leverage NATO Industrial Advisory Group (NIAG) Subgroup 90 studies of interoperable sonobuoy digital telemetry link, and shall incorporate a commercial precision location system to improve the platform's ability to locate and track sonobuoys. This effort includes integration of design modifications, fabrication, and testing of all five modified sonobuoy types. The modifications to the sonobuoys shall not affect the ability for the sonobuoy to be launched from all platforms capable of launching "A" sized sonobuoys. A quantity of 400-500 pre-production sonobuoys shall be manufactured to support P-8A INC2 Developmental Test (DT) scheduled for third quarter FY2013 and Operational Test (OT) scheduled for fourth quarter FY2014. The High Altitude Anti-Submarine Warfare (HAASW) Program is under the cognizance of Air Anti-Submarine Warfare Systems, Program Management Aircraft (PMA)-264. THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SOLICITED OR PROVIDED. SUBMITTAL INFORMATION: It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 pt font minimum) demonstrating ability to modify the AN/SSQ-36, AN/SSQ-53, AN/SSQ-62, AN/SSQ-101A, and AN/SSQ-125 sonobuoys within the parameters provided in the attached specification document. The capabilities statement package must address, at a minimum, the following: (1) Prior/current corporate experience performing efforts of similar size and scope within the last five years, including contract number, organizations supported, indication of whether a prime or a subcontractor, contract values, Government Point of Contact (POC) with current telephone number, a brief description of how the contract referenced relates to the services described herein; 2) Company profile to include number of employees, annual revenue history, office locations, Data Universal Numbering System numbers, and company cage code (3) Resources available such as corporate management policies, quality certifications, and currently employed personnel to be assigned tasks under this effort to include professional qualifications, specific experience of such personnel, and ability to have personnel located at the sites specified; (4) Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontracting/teaming arrangements, and strategy for recruiting and retaining qualified personnel; (5) Provide documentation of the company's sonobuoy design and development capability to include delivering qualified designs for AN/SSQ-36, AN/SSQ-53, AN/SSQ-62, AN/SSQ-101A, and AN/SSQ-125 sonobuoys containing a precision location system and a digital telemetry link allowing ASW activities to be performed at or above Flight Level 250 within 9 to 10 months ADC; approximately 400 Engineering Development Model (EDM) of each sonobuoy within 3 to 6 Months ADC for R&D Field Testing, (6) Provide prior/current experience with the Systems Engineering Technical Review Process (SETR) process, (7) Provide documentation that the company has a current SECRET facility clearance.
