- The U.S. Department of labor (DOL), Office of Federal Contract Compliance Program (OFCCP), intends to enter into a Sole-Soure award with Dr. Janice Fanning Madden. This proposed award is being conducted under the authority of 6.302-3, Industrial Mobilization Engineering, Developmental or Research Ccapability or Expert Services, which allows for other than full and open competition to acquire the sevices of an expert or neutral person for any current or anticipated litigation dispute. The U. S. Department of Labor, Office of the Regional Solicitor, Region III ("RSOL") filed an Administrative Complaint with the U.S. Department of Labor, Office of Administrative Law Judges. In order to successfully litigate this matter, it is essential that RSOL engage a suitable outside expert who will conduct an independent statistical analysis and testify at trial. Dr. Janice Madden, has a unique skill set within the industry being litigated. She is being requested as an expert witness and is considered most suitable to perform the objectives identified in this case.
