Description
This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Mission & Installation Contracting Command (MICC), Directorate of Contracting, Fort Benning, Georgia is seeking information for market research to gain knowledge of potential qualified sources to determine an acquisition strategy. This sources sought synopsis is not a request for a proposal. This request for information is for planning purposes only and shall not obligate the Government to acquire any products or services. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this synopsis. Your responses to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisition strategy. The draft Performance Work Statement is attached. Submission Requirements: Responses to this announcement must be received no later than 2:00 p.m. eastern standard time, Monday, July 26, 2010. Interested firms may submit capability statements via email only to Susanne.johnson@us.army.mil. Responses shall not exceed 5 pages when printed and should be transmitted with attachments in Microsoft Word or PDF format. No zipped files. No telephone requests will be honored. Any questions regarding this notice should be directed to Susanne Johnson, via e-mail at Susanne.johnson@us.army.mil. As part of the capability package, firms must include the following: (1) Capability Statement demonstrating knowledge and ability to perform services as specified in the attached Draft PWS. Capability statement must be sufficient to demonstrate performance directly related to the performance of the requirement. (2)Business Size and socioeconomic status (3)Contact information, name, title, telephone number and e mail address of designated corporate point of contact. (4)Describe your recent and relevant contracts performed within the past three years for the same or similar service as required in the draft PWS. Contracts may include those with Federal, State and local Government as well as private companies. Each reference must include the contract dollar value; the contract period of performance; and a brief description of the contract requirements. Edson B. Harrington Jr. Contracting Officer DRAFT Performance Work Statement-- National Incident Management System (NIMS)Emergency Operations Center (EOC) Purchase and install the necessary software and hardware to upgrade and enhance the current capabilities of the Ft Benning 911 Dispatch and Call Center while providing a Common Operating Picture (COP) at the installation Emergency Operations Center (EOC) and selected Task Force operations centers. DESCRIPTION OF SUPPLIES / SERVICES: The contractor will provide the necessary hardware and software items as well as the expertise required to integrate existing and new response and security systems at Fort Benning, Georgia. This task order includes but is not limited to: upgraded / enhanced E911 dispatch capabilities; vehicle tracking for all law enforcement, fire and emergency medical services; mobile data terminals for selected first responder vehicles; components necessary to provide a data feed and display based on the E911 graphics in the installation EOC, designated Task Force locations, and the Operations Center at Martin Army Community Hospital; thermal imagining and accompany video feeds / displays and a Mass Notification System (compatible with existing installation system) at Lawson Army Airfield; communication and display (COP) capabilities in the installation Mobile Incident Command trailer; the Certification and Accreditation (Certificate of Networthiness) for all systems; integration of WebEOC software with contractor provided systems; and a comprehensive training package for all personnel designated as Operators and System Administrators.
