Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This synopsis advertises the Government's intent to acquire commercial items pursuant to FAR Subpart 12, Acquisition of Commercial Items. Specifically, the Government intends to purchase AN/AVS-9(V) Night Vision Goggles, NSN 5855-01-473-2904, replacement assemblies and associated parts. Solicitation number N00164-10-R-JQ36 will be issued as a request for proposals on a full and open competition basis. The solicitation will be published to the Government Point of Entry (this website, and those listed above) on or about July 29, 2010, and proposal(s) will be due by not later than August 30, 2010, in accordance with the procedures authorized by FAR Subparts 12 and 15. Offerors will be required to provide two product samples with their proposals, for "Go/No Go" testing by the Government to determine whether the proposed article meets the requirements of the performance specifications. In addition, if the successful offeror proposes an article which has not previously been approved by the Department of Defense through Initial Product Testing (IPT) or First Article Testing, the offeror will be required to successfully complete such testing, unless the proposed article has been provided to DoD in the past. In such case, the Government may choose to waive the requirement. The proposed contract action is for supplies or services for which the Government intends to negotiate and award a firm fixed price (FFP) indefinite delivery/indefinite quantity (IDIQ) contract. The Government intends to purchase a minimum of 50 and a maximum of 2000 units, replacement assemblies or parts. Contract/ordering period is for five (5) years from award date of contract. An initial delivery of a minimum of 50 units will be required within 150 days of award and successful completion of IPT, if applicable. Additional delivery dates will be specified in individual orders; however, it is anticipated that up to 50 units per month will be required thereafter. Award of a contract does not guarantee that the Government will purchase more than the minimum number of units specified above (50). Delivery required FOB Destination, NSWC-Crane, 300 Highway 361, Crane, IN 47522-5001. DPAS rating is D0-A70; Federal Supply Class 5855. The North American Industry Classification System (NAICS) Code for this procurement is 333314. All changes to the requirement that occur prior to the closing date will be posted to the Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the web sites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors who submit a proposal will be provided with any changes or amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested parties must download from the www sites. Reference the above solicitation number when responding to this notice.
