Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Affymetrix, 3420 Central Expressway, Santa Clara, CA 95051 for an Affymetrix Maintenance Agreement. The NHLBI Genomics Core facility provides a full spectrum of services using Affymetrix platform for parallel analyses of genomes and their expression. Applications of this technology include global gene expression profiling, exon analysis to study alternative splicing events, microRNA analysis, and large scale SNP genotyping using the SNP 6.0 chips and mapping sites of protein/DNA interaction using tiling arrays. The primary goals of the core are (1). To provide investigators with high quality, genome analysis service in a timely fashion by rigorous standardization of protocols and multiple quality control checks and (2). To provide streamlined data analysis for identification of signature genes and biomarkers by the application of complex statistical tools. In addition, investigators with high throughput projects are supported by the robotics infrastructure within the facility. These services are provided to investigators with the use of 3 fluidic stations, one gene chip array station, and a scanner and computer workstation. The sole source determination is based on the fact that the NHLBI Genomics Core facility provides research tools and support to NHLBI investigators on microarray technology, using Affymetrix's oligo arrays. As a central part of its role, the Core provides and maintains Affymetrix equipment including a hybridization oven, fluidics station, Gene chip array work station (GCAS) and GCS 3000 scanner. The item requested in this purchase is the service contract for the equipment that would be used on a routine basis. In order to maintain a high standard of quality and reproducibility of experiments while increasing data output, these instruments manufactured by Affymetrix has to be performing well and this requires proper maintenance and periodic servicing by Affymetrix trained engineers. This contract service would provide such maintenance and would also provide immediate repair service by telephone and on site visits as and when needed. This equipment is proprietary and any technician must be certified by Affymetrix to maintain this equipment. A written certification must be provided. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute, 10 Center Drive, Building 10, Room 8C215, Bethesda, MD 20892. Industry Classification (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and is not a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by July 26, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
