Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Olympus America, Inc, 3500 Corporate Parkway, Center Valley, PA 18034 for an Olympus CellTIRF 4G Module with the following accessories: -Fiber and Jig, FC8 Connector -Broadband Fiber and Jig, FC8 Connector -Control Box - CellTIRF Systems INC Power and Cables -Parallel Cable to control 4 devices w/4 TTL BNC OUTS -Quad Laser Set Bandpass Cube -FL Cube Ex Z442/514D -MM Premier Online The sole source determination is based on the fact that Olympus is the only source of the Olympus CellTIRF component that is compatible with the Olympus IX81 currently in place. An alternative source would require a complete system from other manufacturers to duplicate the Microscope, environmental chamber, and camera that are in the lab. The instrument also meets the following specifications which are required: -The input of four separate and independent fiber optic laser lines. This allows simultaneous laser lines to be used to maximize speed and capture various cellular interactions with multiple laser lines. -Independent motorized control of the TIRF angle to set variations of Z depths for different laser lines. -Independent focus adjustment to maximize performance of the individual laser lines. -The first line must have a switchable lens element that allows the focused laser spot to be repositioned from the back focal plane to the image plane. This allows simple and simultaneous photoactivation type experiments. -Simultaneous widefield and TIRF may be required therefore this combination should utilize a Polarizing beamsplitter to maintain an illumination efficiency of 95% TIRF and 50% widefield. -Software readout of the individual penetration depths of the individual wavelengths. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 50 South Drive, Bldg 50, Room 3523, Bethesda, MD 20892. North American Industry Classification System (NAICS) Code is 333314, Optical Instrument and Lens Manufacturing, and is not a small business set aside. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-44 (July 8, 2010). Interested parties may identify their interest and capabilities in response to this synopsis by July 26, 2010 at 3:00pm Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
