Description
The U.S. Nuclear Regulatory Commission (NRC) uses computer codes and analytical methods to perform systems analyses of currently operating reactors, new reactors, and advanced reactor designs. The NRC uses these tools and methods in identifying and resolving safety issues, making regulatory decisions, and promulgating regulations and guidance. The objective of this contract is to obtain contractor technical assistance in: (1) Performing confirmatory and exploratory code simulations. (2) Conducting scoping analyses, sensitivity and uncertainty studies. Assessing the codes against experimental data, including evaluating scaling considerations to determine the applicability of the codes to simulate the relevant phenomena. (3) Recommending modifications to existing codes and methods. and (4) Organizing technical meetings and workshops. The performance period will be from day of award (estimated November 2010) through three years. The Request for Proposal (RFP) will be available on or about July 30, 2010 and the closing date for proposals will be 30 days from the date the full solicitation gets posted. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website, therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is set forth under NAICS code 541330. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. All businesses, large and small, interested in teaming arrangements, should send their business information (i.e., organization name, address, size of business, contact name and phone number) to the NRC Contract Specialist listed at the end of this notice. The NRC will post this information in a Teaming Opportunities list with the solicitation. In order to allow the Contract Specialist time to finalize the list and post it at the same time the solicitation is posted, all business information shall be received no later than July 28, 2010 by 5:00 p.m. All parties are advised that this list is not representative of all sources that may have an interest in the solicitation, which is available on the FedBizOpps website. (OR) The FedBizOpps system includes the capability to join and view a published list of vendors interested in this solicitation. This is useful for vendors who are interested in teaming on procurement opportunities. To be eligible for award, interested parties MUST be registered with the Central Contractor Registry at www.ccr.gov. NOTE: A Sources Sought Notice was issued for this Solicitation.
