- The U.S. Army Corps of Engineers, Savannah District, intends to issue a Sole Source purchase order under the authority of FAR 13.106-1(b) for the new construction of a portion of the Paynes Creek Multi-Purpose Trail located within the Paynes Creek Campground Area in Hartwell County, Georgia. Initial construction will consists of approximately 3 of the 6 total miles located in the North Loop of the trail. This requirement will be performed by SORBA (Southern Off-Road Bicycle Association), SORBA is the only source known that possesses specialized machinery and the technical skills to create the type trail system required. This is not a request for competitive quotations. No RFQ will be issued based upon the Notice of Intent. Oral communications are not acceptable in response to this notice. Interested parties may submit information in writing for consideration by the Government to Sandra.g.savage@usace.army.mil. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. The applicable NAICS code is 237310. All written responses must be submitted and received no later than 2:00 p.m. (EDT) 29 July 2010
