- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description: The National Cancer Institute (NCI), Surgery Branch plans to procure on a sole source basis; 10L Cellbags for GE Healthcare WAVE Bioreactor from GE Healthcare Bio-Sciences Corp, 800 Centennial Ave., Piscataway, NJ 08855-1327. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. The purpose of this acquisition is to purchase 10L cellbags for use in operating the GE Healthcare WAVE Bioreactor in the pursuit of the expansion of patient's tumor infiltrating lymphocytes ex vivo. The consumables associated with this acquisition are not generic, and as such, GE Healthcare is the only known manufacturer for the essential consumables for use with the WAVE Bioreactor. Only these consumables operate in the GE Healthcare WAVE Bioreactor as the product is proprietary to the manufacturer. The NCI requires the use of the Cellbags from GE Healtcare because change of physical properties and function of the validated material could harm the clinical outcome of a trial. This is a firm fixed price, indefinite delivery/indefinite quantity (IDIQ) type contract. Only one (1) award will be made as a result of this notice. This is not a solicitation for competitive quotations. However, if any interested party believes they can provide the above supplies, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions by 11:00 AM ET on August 2, 2010 at the address stated above. No electronic capability statements will be received via electronic mail or fax. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
