- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. This announcement constitutes only the pre-solicitation notice; bids are being requested and a written solicitation will be issued on or around 12 July 2010. Solicitation number FA4600-10-B-0016 is being issued as an Invitation for Bids (IFB). This is a STRADDLE A project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the date. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-42. All applicable provision and clauses are included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The North American Industry Classification System (NAICS) code is 238210, and the small business size standard is $14 Million; which is a 100% set-aside for Service Disabled Veteran Owned Businesses (SDVOSB). The Government intends to issue a firm fixed price construction contract with a period of performance (POP) of 300 days. The magnitude of this project is between $250,000 and $500,000.00. The scope of this project is to provide a back-up power source for Mass Parking Area Security/Maintenance lighting. The generator set will be housed in a concrete block structure with a concrete-protected, above-ground fuel storage tank with sufficient fuel capacity to provide 72 hours of continuous generator set operation at full load. The system will utilize the existing in-place 13.8 kV overhead distribution for connection to the alternate power source. Please reference solicitation # FA4600-10-B-0016 on all correspondence. Notice to Offerors-All contractors shall be ORCA registered http://orca.bpn.gov. All contractors are reminded, in accordance with FAR 52.204-7, Central Contractor Registration; contractors must be registered in the Central Contractor Registration (CCR) database. If the Offeror does not successfully register in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. NO PARTIAL BIDS WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in bids.
