Description
THIS IS AN UPDATED DRAFT SYNOPSIS FOR THE GGSG PROCUREMENT AS OF 7/19/10.After a thorough analysis of the governments market research the government hasdetermined that the GGSG procurement will be changed back to a FULL AND OPEN COMPETITION. The anticipated release date of the Limited Draft RFP is REVISED to on or about August 9,2010 with an anticipated due date for comments on or about August 23, 2010. The NAICS Code is 541712.The anticipated Small Business goals for this procurement are as follows:Small Disadvantaged Business Concerns (SDB)6.0%Women Owned Small Business Concerns (WOSB)4.5%Historically Black Colleges & Universities0.5%HUBZone Small Business Concerns 3.0%Veteran-Owned Small Business Concerns (VOSB)1.5%Service-Disabled Veteran-Owned Small Business Concern1.0%Total Small Business Goals20% This competitive procurement will result in a Cost Plus Fixed Fee (CPFF), IndefiniteDelivery, Indefinite Quantity (IDIQ) contract.NASA/GSFC plans to issue a Limited DRAFT Request for Proposal (RFP) for the Geophysics,Geodynamics, and Space Geodesy Support (GGSG) procurement. This performance-based, 4year one month requirement will support a wide array of geodynamical, geomagnetic,geophysical, and atmospheric investigations of solar systems bodies such as the Earth,Venus, Mars, and Mercury. Support services for this effort include but are not limitedto: instrument development; software development and maintenance; data collection,archiving and dissemination; scientific data analysis, modeling and interpretation;reports and presentations of scientific results; public outreach and education; andassociated technical and administrative work. The contract provides support to investigators associated with current programs andprojects such as the Gravity Recovery And Climate Experiment (GRACE), the Ocean SurfaceTopography Mission, the Interdisciplinary Studies in Earth Science, the Ice Cloud andland Elevation Satellite (ICESat), and future missions outlined in the roadmap ofEarth-science missions defined by the National Academy of Science Decadal Survey, such asthe Surface Water Ocean Topography mission (SWOT), the Deformation, Ecosystem Structureand Dynamics of Ice mission (DESDynI), ICESat-2, the GPS Radio Occultation (GPSRO), andGRACE Follow-On. The contract also provides support to investigators involved in analysisof space geodetic data such as Satellite Laser Ranging (SLR), Doppler OrbitographyIntegrated by Satellite (DORIS), and Global Positioning System (GPS), which are used forgeodetic analysis, precision orbit determination, and the determination and maintenanceof the terrestrial reference frame. It also provides support to investigators involvedwith Laser Geodynamic Satellites such as LAGEOS-2, Earth Positioning satellites such asthe Global Navigation Satellite System (Glonass), Earth altimetry satellites such asJason-1 and Jason-2, the US Geodetic Satellites such as GEOSAT-Follow-On (GFO-2),planetary spacecraft such as Mars Global Surveyor, and the Lunar Reconnaissance Orbiter,it also provides support for data systems such as the Crustal Dynamics Data InformationSystem (CDDIS). The government does not intend to acquire a commercial item using FAR Part 12.
