Description
The solicitation number is for tracking purposes only. If a solicitation is issued, it may be issued under a new solicitation number. CECOM Contracting Center, on behalf of Program Management Aircraft Survivability Equipment is seeking information to identify possible solutions for a Hostile Fire Detection System (HFDS) that detects, identifies and locates threat systems in real time that can meet the requirements identified by the Draft System Performance Specification (Attachment 01 of the IBOP Restricted Document Library), and Draft Interface Control Document (ICD) (Attachment 02 on the IBOP). Interested sources are requested to submit comments and/or questions regarding the draft documents using the supplied HFDS RFI Comment Form (Attachment 03 on the IBOP). Performance comments should be related to proposed improvements and/or clarifications to the Draft System Performance Specification that will facilitate a more efficient HFDS procurement. Interface Control comments should address the technical approaches contained in the Draft HFDS ICD associated with the interfaces. Interested parties are encouraged to respond to the HFDS questionnaire (Attachment 04 on the IBOP), as well. Attachment 03 submittals are due no later than close of business on 11 August 2010. Attachment 04 submittals are due no later than close of business on 30 September 2010. Background/Objective Army aircraft lacks a hostile fire detection system for operating within the current threat environment. Currently, aircrews are the sole source of hostile fire identification. The inability to accurately identify enemy weapon system engagements decreases the overall survivability of the aircraft, reduces mission success, and the ability to redirect fire against enemy targets. Therefore, Congress, through the Secretary of Defense, has directed the Army to seek a HFDS solution. The fundamental purpose of the HFDS is to notify aircrews that they are being engaged by hostile fire weapon systems. The HFDS will be developed in three increments. Increment 1 will develop the capability to detect and declare, determine a projectiles proximity to the aircraft, locate the threat at a clock position, and warn the aircrew; the first increment will also serve as the foundation for increments 2 and 3. Increment 2 will add threat classifications. Increment 3 will add geolocation of threat source and automated countermeasures. Each increments design will enable major subcomponents to connect in a Modular Open Systems approach (MOSA) format and facilitate an integrated aircraft survivability equipment (IASE) System. It is the Governments desire to equip several rotary wing, if not all, aviation platforms with this capability. Therefore, the system must be able to interoperate with legacy ASE and avionic systems as well as be used on avionic bussed and non-bussed aircraft. This Request for Information (RFI) announcement is for information and planning purposes only. This announcement is not to be construed as a commitment by the Government. The information provided may be used by the U.S. Army in developing its acquisition strategy, performance specifications and assessing technology maturity. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI, or to otherwise pay for the information submitted in response to this RFI. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information or attendance at the Industry Day. This request does not constitute an Invitation for Bid or a Request for Proposal. Unclassified Data: The unclassified portions of the RFI documents are posted on the CECOM Life Cycle Management Command Interactive Business Opportunities Page (IBOP) under the cabinet entitled CECOM-Market Research, sub folder CECOM HFDS Program. Interested sources should request access to the IBOP web page at, https://abop.monmouth.army.mil. Help with the IBOP site can be obtained from the web site or by calling (732) 427-1663 or (410) 306-3480. Interested Vendors shall post all unclassified submissions on IBOP under CECOM-Market Research, sub folder CECOM HFDS Program. Unclassified comments/questions and unclassified information should be submitted directly to the IBOP by 11 August 2010. Classified Data: Classified data access is a requirement to view and handle classified data and all interested sources must be cleared for access to classified data. Classified information will be provided to interested parties via secure fax or mail. Interested sources must provide their street address, CAGE Code, classified fax number, and facility security manager contact information in order to receive classified data. Requests should be sent to Mr. Ed Jernigan via email edward.jernigan@us.army.mil and the cutoff date for requesting classified data access is 6 August 2010. The government will verify facility clearance and proper safeguarding procedures for each respondent prior to sending classified information. DA Form 3964, Classified Document Accountability Record will be utilized to track all classified information sent to vendors. Upon receipt of classified information, vendors must return DA Form 3964 to the PM ASE security manager, Mr. Ed Jernigan at fax number (256) 842-7905, to acknowledge receipt of the classified information. Vendors will be allowed to keep classified information until 22 August 2010 at which time they must use DA Form 3964 to certify destruction of all classified material provided by the government. Submission of all classified comments and questions to the government may be made on Attachment 03 via SIPRNET to John.hall@redstone.army.smil.mil or secure fax at 256-842-854. Prior to sending a classified fax, vendors must call 256-842-7850 in order to arrange for a secure connection. Respondents must strictly follow the classified data protocols. Military Critical Technology Data The RFI includes the HFDS Performance Specification which contains information that has been designated as Militarily Critical Technical Data, therefore a restricted document library on the IBOP has been created to store this data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the RFI documents. Document requests should be sent to Contract Specialist, Tungha Bergan via email Tungha.bergan@us.army.mil. The cutoff date for requesting documents is 6 August 2010. All requests for copies of the RFI document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS), ATTN: U.S./Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek, MI 49017-3084 or call the DLIS at (800)-352-3572. The DLIS United States/Canada Joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mil/jcp. Upon verification of the DD Form 2345, potential sources will be sent a separate link to the restricted document library. Access to the restricted document library requires registration on the IBOP. The restricted document library will remain open until 22 August 2010. Industry Day The Government anticipates hosting an Industry Day on 23-24 August 2010 at Rocket Auditorium, Redstone Arsenal Bldg. 7120, Huntsville, AL 35801, to review the classified and unclassified HFDS technologies, and non-proprietary comments/questions received from industry. The Industry Day agenda and other specific information will be provided upon registration. Advance registration for the Industry Day is required to be received by close of business on 28 July 2010. Vendors interested in attending the general session should submit a request containing the name of the company and the names of the individuals requesting to attend the Industry Day to Ms. Suzanne Birdsong, Suzanne.birdsong@us.army.mil, commercial phone: 256-425-6047. Only registered attendants will be permitted into the conference facility. At this time, a maximum of four (4) participants from each firm will be permitted to attend. In the event of overwhelming industry participation and capacity concerns, the Government reserves the right to further limit the number of participants to three (3) per contractor. Vendors must also provide Ms. Suzanne Birdsong with two POCs (name, cell/BB numbers and SIPR/non SIPR email addresses). These POCs must be participants of the event. Interested sources are cautioned that the intention of the one on one discussion is only to discuss the contractors own proprietary information. Any information disclosed by the Government during the one on one meeting may be released to all potential offerors if such information is not proprietary and, in the Government's discretion, should be provided to all potential offerors. Participation in the one on one meetings constitutes an agreement with the ground rules. One on one meetings will be limited to twenty minutes and may be adjusted in order to accommodate the number of respondents. Sessions will be scheduled on a first come first serve basis. Vendors interested in obtaining a one on one session with the Government must specifically include this in their written request for attendance to the Industry Day. Specific time and location details for the one on one discussion will be provided upon registration.
