JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1.REQUIRING ACTIVITY: VAMC Providence, Research Service (151), 830 Chalkstone Avenue, Providence, RI 02908 2.CONTRACTING ACTIVITY: VAMC Providence, RI 3.PROPOSED ACTION: Brainsight 2 Transcranial Magnetic Stimulation "Turnkey" System, with Head and Coil Holder Chair and Stand, Polaris Vicra Camera, 3010-00 Magstim 200(2) Stimulator and Coil, and Apple computer. 4.DESCRIPTION OF REQUIREMENT: Research An electromagnetic instrument for promoting and inhibiting cortical brain activity. 5.STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION: Reference 41 U.S.C. 253 (c) (1) FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 6.NATURE OF ACQUISITION TO MEET THE AUTHORITY CITED IN PARAGRAPH 5: This Transcranial Magnetic Stimulation (TMS) system will be used to understand the neurological changes resulting from neurorehabilitation protocols and the nature of neurological diseases. The Brainsight 2 neuronavigation software assists in accurate placement of the TMS coil over a participant's head, while also allowing the researcher to monitor and record TMS coil intensity and temperature. In addition, the neuronavigation system can be interfaced with Near-Infrared Spectroscopy (NIRS), electroencephalogram (EEG), and electromyography (EMG) devices. The main advantage of the Rouge Research system over other existing systems includes the company's ability to provide researchers with a complete functional ("turn-key") system, including a Polaris camera, Apple computer, Magstim TMS coil, Brainsight neuronavigation software, patient chair and equipment stand. Rouge Research has been the established vendor for the same equipment at other VA Medical Centers, including Seattle, Baltimore, and Gainesville. Rouge Research is the only company that sells the equipment listed above as a package. 7.DESCRIBE THE ACTIONS TAKEN TO CONDUCT ANY MARKET RESEARCH TO LOCATE SOURCES: Contacted vendor who then submitted documentation. Extensive market research conducted by Research group found no other comparable company that offered the complete set of equipment and tools necessary for performing TMS according to our specifications. US-based vendors were specifically sought, but none provided a complete functional system. 8.CUSTOMER'S SUBMISSION OF PRICE ANALYSIS. Quote provided by Rouge Research, Inc. 9.ANY ADDITIONAL INFORMATION FOR SUPPORT OF SUBMISSION: N/A 10.LISTING OF ANY SOURCES (IF ANY) THAT HAVE EXPRESSED AN INTEREST IN THIS REQUIREMENT: None. 11.FUTURE ACTIONS TO OVERCOME BARRIER TO FULL AND OPEN COMPETITION: This is a one-time purchase and should not create barriers for future competition. 12.This justification is accurate and complete to the best of my belief and knowledge and the cost is fair and reasonable. /signed/ A.
