- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health, Clinical Center Department of Research informatics intends to negotiate on a sole source basis, as provided in FAR 6.03 a contract for Remote Monitoring Services for the Sunrise medication Management, e-link and Surgical Information System servers and services from Eclipsys Corporation. This unit satisfies all the salient characteristics required by the pharmacy for this unit. In addition this unit will be able to work in conjunction with the present unit the Pharmacy has enabling them to utilize one control panel for both machines. The North American Industry Classification System (NAICS) Code is 541513 and the threshold is $25 million dollars. The anticipated period of performance will be for August 1, 2010 through September 30, 2010. The Department of Clinical Research Informatics (DCRI) manages and operates the Clinical Research Information System (CRIS). DCRI provide services such as application administration, database administration, interface management, hardware administration for servers and desktops along with training, configuration management and project management. DCRI implemented the Eclipsys Sunrise Clinical Manager in 2004 and have since successfully completed a number of upgrades, implementation of new components along with multiple integration projects. The main component of the CRIS is the electronic medical record which is the Eclipsys Sunrise Clinical Manager (SCM) application. Other Eclipsys components integrated with SCM include the Eclipsys Sunrise Pharmacy, Eclipsys Sunrise Secure Health Messaging and Eclipsys Security Services. Other systems interfaced with SCM include, but not limited to, laboratory suite, radiology, nutrition, scheduling, respiratory therapy, cardiology, surgery as well as patient monitoring and anesthesia devices. CRIS provides provider order entry, result retrieval, and clinical documentation functions for all NIH inpatient and outpatient visits. This notice is not a request for competitive proposals; however all responses received within 15 days from the date of the publication of this Notice of Intent will be considered by the Government. Interested parties may identify their interest and capability in writing to Mr. Brian Lind at the address stated above. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. There is no solicitation package available.
