Description
The announcement is for the purpose of soliciting names of prime construction contractors interested in submitting a proposal for providing Design/Build Construction services for the Osh Polygon located in Osh, Kyrgyzstan. Work includes but is not limited to construction of a garrison compound and training ranges. The garrison compound includes administrative facilities, officer quarters and enlisted barracks, dining facility, and other supporting facilities to provide a secure, fully operational compound. The range facilities include weapons firing and qualification (rifle, pistol, crew-served weapons and explosive/unexploded ordinance), Military Operations in Urban Terrain (MOUT) facilities, vehicle operator training range, sniper/observer training and operations, repelling and fast rope towers, and support facilities (for example: control towers, outdoor classrooms, sanitary facilities). The magnitude of this construction project is between $5,000,000 and $10,000,000 USD. An Irrevocable Letter of Credit and a certificate of Defense Base Act Insurance (DBA) will be required. The period of performance for this project is 540 calendar days from issuance of notice to proceed (NTP). Request for Proposal (RFP) PLANS and SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (FTP) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and faxed proposals will not be accepted. This solicitation will not be provided to subcontractors, suppliers, contract brokers, or vendors. Contracting Procedures: This solicitation will be a Request for Proposal (RFP). Source selection will be made using lowest-price technically acceptable (LPTA) criteria. Both non-pricing (technical) and price proposals are required. The evaluation factors will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date of issuance of Request for Proposal (RFP) number W912ER-10-R-0078 is (on or about) 2 August, 2010. Tentative Date for receipt of proposals is (on or about) 3 September, 2010. Details for a site visit will follow in the RFP. The anticipate Award date is (on or about) 24 September. All responsible sources shall be considered by this agency. This acquisition is not a Small Business Set Aside.
