- RECOVERY ACT PROJECT: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE TO GSA ALLIANT SMALL BUSINESS GOVERNMENTWIDE ACQUISITION CONTRACT HOLDERS. SEE E-BUY RFQ # 487050 FOR THE SOLICITATION PACKAGE. The Department of Interior (DOI), National Business Center (NBC), Acquisition Services Directorate (AQD), Herndon Office on the behalf of the Indian Health Service is soliciting qualified General Services Administration (GSA) Alliant SB GWAC firms to submit responses to a Request for Quotation to perform IHS Meaningful Use and Electronic Health Record Certification Management and Area Support services in accordance with the below requirement background. Meaningful Use and Electronic Health Record Certification Management and Area Support Background:The Indian Health Service (IHS) is the principal federal healthcare provider and health advocate for Indian people, and provides a comprehensive health services delivery system for American Indians and Alaska Natives (AI/ANs). IHS provides comprehensive health services through a system of Federal (direct) IHS, Tribal, and Urban (I/T/U) operated facilities and programs. These I/T/Us provide health services to 1.7 million AI/ANs through 144 Service Units administered through twelve Area Offices and composed of more than 500 direct healthcare delivery facilities. The role of the IHS Office of Information Technology (OIT) is to manage all technology elements for the IHS, including telecommunications, network, security, data warehouse, and Resource and Patient Management System (RPMS) development, deployment, and support. The IHS has long been a pioneer in using computer technology to capture clinical and public health data. Initial development of the IHS electronic medical record (EMR), the Resource and Patient Management System (RPMS), began nearly 30 years ago, and many facilities have access to decades of personal health information and epidemiological data on local populations. The IHS RPMS is a distributed electronic information system designed to enhance the ability of I/T/U facilities throughout the United States to provide high-quality healthcare by offering accurate, timely, and comprehensive clinical and administrative information to local healthcare providers and program managers. RPMS includes clinical, administrative, and financial information on patients and resources integrated into a suite of over 60 software applications. The clinical point-of-care graphical user interface, RPMS Electronic Health Record (EHR), was released in 2004 and has been implemented throughout all IHS facilities and many Tribal and Urban programs. The primary objective of this contract will be to enable IHS to acquire a consistent level of support to identify, communicate and manage all IHS, OIT, Area and I/T/U facility level activities required to achieve both Stage 1 MU and 2011 EHR Certification and to complete a final plan for Stage 2. Area Offices and I/T/U healthcare facilities will receive expertise and the benefits of a coordinated and integrated MU/IPC program, and have access to continuously updated information, customized for the I/T/U, concerning the state and CMS criteria, reporting requirements, and incentives related to MU. The goal of this support is to enable the facilities in maximizing their ability to determine eligibility, achieve MU, receive incentive payments, and ultimately, improve patient care. The contract will contribute materially to IHS' successful completion of its responsibilities under the American Recovery and Reinvestment Act (ARRA) of 2009.
