Description
1. Request that the following synopsis be advertised for a Request for Proposal/Source Selection construction contract: General Information: Pre-solicitation Notice Solicitation Number W912LC-10-R-0013:, Contracting Office Address USPFO for Colorado, ATTN: Mail Stop 66, 660 South Aspen St., Build. 1005, Aurora, CO 80011-9511, POC: James Rawlings (Contract Specialist), 720-847-8677, james.s.rawlings@us.army.mil ; or Mark Schoenrock (Chief of Contracting), 720-847-8674, mark.schoenrock@us.army.mil. Description Category: Construction of Real Property Solicitation No. W912LC-10-R-0013. Services, non-personal to provide all plant, engineering, labor, transportation, materials, equipment and appliances necessary to construct the Mobilization and Training Equipment Site (MATES) Vehicle Wash Rack, located in Ft. Carson, Colorado; Project Number 080231. Scope of the project includes design and construction of a four lane, heavy solids, vehicle wash system, capable of effectively treating the wash water generated in the cleaning process of vehicles and equipment allowing for 98% of the water to be recycled.Two drive down pits for separation of heavy solids, oil and water, and two de-watering containers are required. De-watering containers will be used to effectively treat the heavy solids removed from the drive down pit. The heavy solids will be de-watered and can be returned to landfill (after proper testing). A 10 x 30 pre-cast concrete equipment building to contain an electro-coagulation system and four wash cannon pumps is required. The electro-coagulation system will be able to treat system water, removing emulsified oils/greases, suspended solids and heavy metals. The wash rack system will use water cannons capable of operating at variable spray pressure at 20 GPM @ 725 PSI using 100% recycled water. System will be capable of washing 100 large military vehicles (e.g.HEMMT) in an 8 hour period. Construction period shall be 270 days from notice to proceed. Maximum program cost of this project is $750,000.00. RFP will be issued 13 August 2010. Site visit will be 20 August 2010. Final questions will be due on 7 September 2010. Answers will be issued 9 September 2010. Proposals will be due 14 September 2010. Evaluations of proposals will be complete by 16 September 2010. Evaluation will be based equally on price, past performance of the contractor and performance of the proposed system. Award will be UNRESTRICTED. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $33.5 million annual receipt for the past 3 years. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The complete solicitation package will be issued via the Web only. All amendments, site visit minutes and questions will be posted on fbo.gov. Interested offerors must be registered in the DOD Central Contractors Registration (CCR) database. Firms can register via the CCR internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-866-606-8220. Interested offerors are required to submit their Representations and Certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information minus the plans and specifications will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and Specifications will be available only from the FedBizOpps website on-line at https://fbo.gov. No telephone requests will be accepted. For security reasons, all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the FedBizOpps in order to view or download the plans and drawings from the website.
