- Terms and Conditions Addendum This is a combined synopsis/solicitation for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items; and FAR Subpart 13.5, Test Program for Certain Commercial Items; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotations (RFQ) NLM-10-140/RDB. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. This acquisition is not a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 812930, Parking Garages, Automotive. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate for supplemental vehicle parking for its Federal employees whose duty station is 10401 Fernwood Road, Bethesda, Maryland 20892. The Contractor shall provide supplemental parking which meets all of the specifications in the attached Addendum to Terms and Conditions of Purchase Order. The purchase order period of performance will be for the 12-month Base Period of August 16, 2010, through August 15, 2011, with two (2) successive 12-month Option Periods in the quantities of vehicle parking spaces specified in the attached Addendum to Terms and Conditions of Purchase Order. The following clauses and provisions cited herein are incorporated by reference into this solicitation and may be obtained from the web site http://rcb.cancer.gov/rcb-internet/SAP/sap.htm: FAR 52.212-1, Instructions to Offerors - Commercial (June 2008), and FAR 52.212-4, Contract Terms and Conditions - Commercial Items (October 2008). All clauses incorporated by reference in the attached Addendum to Terms and Conditions of Purchase Order also apply to this solicitation. FAR 52.212-2, Evaluation - Commercial Items (January 1999), also applies with the following five (5) evaluation criteria (listed in descending order of priority) to be included in paragraph (a) of the provision: (1) Technical ability to meet all of the specifications and required quantities specified in the attached Addendum to Terms and Conditions of Purchase Order, (2) Extent of security features and lighting to enhance the safety of the permit holders and their passengers, (3) The convenience and proximity of the parking facility to 10401 Fernwood Road, (4) The convenience and efficiency of how permit holders transport themselves to/from their vehicles from/to street level (elevators, etc.), and (5) Past performance. In addition to submitting sufficient information in order for the Government to evaluate an offer on the five evaluation criteria, an offer shall submit a list of at least three customers for whom similar vehicle parking services have been provided (including point of contact, telephone number, and e-mail address). An award will be made to the offeror who represents the best value to the Government whereby the five (5) evaluation criteria (listed above in descending order of priority), when combined, are more important than price. Offerors must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2008), with their offers. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (January 2009), and the attached Addendum to Terms and Conditions of Purchase Order apply to this acquisition, as well as the following clause cited therein: FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration (October 2003). Sources having the ability to provide the vehicle parking described above and in the attached Addendum to Terms and Conditions of Purchase Order shall submit clear and comprehensive information supporting their services, parking facility, past performance and pricing.
