- Draft SOW RF High Power Calorimeter System SOURCES SOUGHT - RF HIGH POWER CALORIMETER SYSTEM This is a request for information (RFI) / SOURCES SOUGHT SYNOPSIS only. This request is NOT a solicitation, a request for competitive proposals or quotations, or a promise to issue a solicitation in the future. The purpose of this request for information is in support of market research being conducted by the Air Force Metrology Calibration Program (AFMETCAL) to identify potential sources and gather information on current capabilities within the market. Capabilities-qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The determination of the procurement strategy, based upon responses to this market survey, is solely within the discretion of the Government. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. AFMETCAL is considering issuing a contract for a developmental effort of modifying an existing Electro-Impulse Labs (EIL) Calorimeter System. The requirement is to modify/redesign the AFMETCAL Calorimeter system to achieve a primary objective of traceability to the Standard Volt. Any modification/redesign shall also include developing new processes for the adjustment and calibration of the current AFPSL Bird 4021/4022 Feedthru RF Diode Power Sensors (working standards). The basic mechanical design of the current calorimeter system has been determined to be adequate. The end deliverable product shall be a complete turnkey system used for the calibration of the system's internal calorimeter and the AFPSL working standards. The first modification shall be the inclusion of a calibration adjustment for offset since the Calorimeter System does not have a calibration adjustment for offset which made it unlikely that the unit would ever be able to be calibrated to within its own specifications traceable to the Standard Volt. A second modification shall be the inclusion of capability to communicate with the calorimeter thru an external controller. Other modifications shall be in the data acquisition, processing, and display of the information from the Calorimeter System which it currently lacks. The internal calorimeter calibration process/technique shall include all hardware, software, and support equipment necessary to calibrate the calorimeter to a worst case accuracy of 0.5% full scale. Additionally, the calibration process/technique from the calorimeter to the working standard shall include all hardware, software, and support equipment necessary to calibrate the working standards to 1% accuracies, with the option of calibrating them to this accuracy at either their input or output ports. The Calorimeter System shall operate over the parameters of DC to 1 GHz and 10 to 100 Watts. This project will be divided into specific phases that expressly define the work required and the expected deliverables for each phase. The attached Statement of Work (SOW) describes the particulars of each phase. See the draft Statement of Work (SOW) located at this site. This draft SOW may change substantially before it is actually solicited for quotes. The estimated quantity is one (1) unit. Surplus or used material is not acceptable for this item. Offerors responding to this sources sought market research notice must: (1) state whether they are a small or large business, and indicate if the company is a small disadvantaged or woman-owned business, veteran owned, 8(a) firm, or a historically black college or university or minority institution (HBCU/MI), or a historically underutilized business zone (HUBZone) small business; (2) provide information concerning the technical capabilities of the offeror, including any work previously performed that is similar to the work required in this RFI. (3) Include any other pertinent information which would enable the government to assess submitting firm's capabilities; (4) provide Point of Contact (POC), include phone number and email address; (5) provide assigned Commercial and Government Entity (CAGE) Code; (6) advise time needed to submit a technical proposal if a solicitation is issued; (7) provide an estimated price for the total effort.
