- Draft PWS for COCESS The 633d Contracting Squadron intends to issue a solicitation for non-personal services for a Contractor Operated Civil Engineer Supply Store (COCESS) at Langley AFB, VA. The requirement will be fulfilled via an unrestricted commodities indefinite delivery / indefinite quantity (IDIQ) contract on a firm fixed price basis. The North American Industry Classification System (NAICS) Code for this solicitation is 444130 and the small business dollar threshhold is $7,000,000.00. The requirement is as follows: The contractor shall provide all necessary labor, supervision, equipment, supplies, and materials to support a Contractor Operated Civil Engineer Supply Store (COCESS) located on LANGLEY AFB, VA. The store shall be located on the installation and provide easy access for authorized individuals and shall contain a wide variety of quality material, equipment, parts, tools, and supplies for work orders, construction, facility maintenance and repair, lawn and garden equipment repair, and self-help items for use by authorized government personnel. These commercial and industrial products will be similar to items found in commercial stores like Lowes, Home Depot or other local lumber and building supply stores. The store shall stock high use/consumable items for immediate purchase. The store shall provide a customer service center with management personnel that will provide quality customer service. The number of transactions is expected to vary according to seasonal changes, funding cycles, special events, deployment cycles, market conditions, etc. It is estimated that the resultant contract will be based on a minimum quantity and contract / delivery order values to be stated in the formal solicitation. Please see attached draft PWS for greater detail. The period of performance will be one (1) basic year plus four (4) option years. The estimated performance start date is 1 Oct 10. The total contract period of performance will not exceed 60 months. The resultant solicitation will be a competitive RFP and a single award will be based on commercial procedures found in the Federal Acquisition Regulation (FAR) Part 12. The Request for Proposal (RFP) number will be FA4800-10-R-0024. This solicitation will be issued via FedBizOps (FBO) as will as any amendments to the solicitation. Paper copies of the solicitation and amendments will not be mailed. All offerors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) in order to be eligible for award. Instructions for registering are available at the CCR website.
