Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and FAR Subpart 13.5 Test program for Certain Commercial Items with Lockheed Martin Sippican, Inc., Marion, MA for six data acquisition computer systems. Lockheed Martin Sippican is the manufacturer of these units. The units needed must be able to receive signals from AXBTs, AXCPs and AXCTDs. Lockheed Martin Sippican is the only manufacturer of AXCTDs, Lockheed Martin Sippican holds the patents and all proprietary engineering and manufacturing documents for them. The ability to collect all the required data is necessary for the successful completion of the Hurricane Forecast Improvement Project. The Hurricane Forecast Improvement Project is intended to improve hurricane forecasting, in turn, saving millions of dollars and lives. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide data acquisition computer system capable of receiving signals from AXBTs, AXCPs and AXCTDs may submit substantiating documentation in writing within ten days after publication of this notice. Responses can be faxed to Sharon Clisso at (816) 274-6922 or sent via email to Sharon.Clisso@noaa.gov. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
