Questions #2 for Solicitation W912CN10R0070 1.How likely is the due date for this solicitation to be earlier than August 6, 2010? Answer: Solicitation will close on August 6, 2010. 2.Is Think the incumbent contractor? Does it partner with sub contractors? Or is Think the contractor for a part of this training program? Answer: Th!nk is the incumbent contractor. 3.How much writing would you like in the response to this solicitation? Answer: Refer to the solicitation, Section: Addendum to FAR 52.212-1 SUBMISSION OF PROPOSAL. 4.Will you accept bids on only a portion of the instruction or must we bid on all classes? We have the ability to present only the leadership instruction. Answer: No. 5.CLIN 0003 states Each course will be comprised of, at the minimum, eight 4-hour class meetings Since we will be traveling from the continental US are we free to suggest longer class meeting (6 hours)? Answer: Refer to the solicitation; Amendment 1. 6.Adjunct professor training will be conducted after the first presentation of CLIN 004 and there is only one additional session scheduled. Will it be OK for adjunct instructors to co-teach the second session? Answer: Yes. 7.You state minimum hours for other courses. Are we free to recommend the number of hours for the adjunct instructors training. Answer: Yes, as long as it is in the confines of what is stated in the contract. 8.You account for travel expenses to the main island of Hawaii from Oahu. Do you want us to include travel to Oahu from the continental US in our price for instruction or list it as a separate item. There is no CLIN for this. Answer: Refer to the solicitation, Section: Addendum to FAR 52.212-1 SUBMISSION OF PROPOSAL, II. PROPOSAL CONTENTS, Item number 1 (a), Completeness. 9.Will you be seeking comments from our references or must we ask them directly to submit their comments to you? Answer: Refer to the solicitation, Section: Addendum to FAR 52.212-1 SUBMISSION OF PROPOSAL, II. PROPOSAL CONTENTS, Item number 6, Offeror Questions. 10.You will entertain questions until 3 Aug. Assuming you can publish answers by 4 August, there does not appear sufficient time to respond to your answers and meet the 6 August deadline. Will you extend the 6 Aug deadline? Answer: No. 11.Is there a reason why offerors are not being given a reasonable time frame by which to respond? Answer: The Period of Performance commencement date is August 16, 2010. 12.In our prior experience with the US Army, we have 1-day, 2-day and 3-day versions of the training materials we are prepared to submit and much experience in training the trainer. Please let me know what length (1-day, 2-day, 3-day or other) of training is required for this offer. Answer: Please refer to the solicitation; Technical Exhibit 1. 13.I would like to know where I can find the proposal evaluation criteria. Answer: Within the solicitation, you will find the proposal evaluation criteria under clause 52.212-2 EVALUATION--COMMERCIAL ITEMS and Addendum to FAR 52.212-2. 14.When we view pages 3 - 31, it looks like this is a 1 year agreement with 2 option years. Is this correct? Answer: One Year Base period and Two 12-month Option Periods. 15.On page 3, the notice section states that the documents created under this contract are the property of US Army. and will be used by the Army without additional compensation. We are concerned that this would mean the books we use in training can be photocopied without paying for additional books. Am I reading this correctly? Answer: The purchased material will be the property of the Army and the Army will not have to return the purchased material. 16.On page 40 item 3, it says that we need to give the proposal on removable media like CD. Do you want the proposal on digital files, not hard copies? Answer: Please refer to the solicitation, Section: Addendum to FAR 52.212-1 SUBMISSION OF PROPOSAL; I. PROPOSAL SUBMITTAL INSTRUCTIONS. 17.Does this mean there are three different curricums? 10 Customer Service Courses; -2 Growing Leaders Courses; -? Adjunct Instructors Course? Answer: Please refer to the solicitation, Section: Section SF 1449 - CONTINUATION SHEET; All Item numbers. Also refer to the Technical Exhibit 1, Numbers 1 - 5. 18.I would like to know if the requirement is to have separate binders for Volumes 1 & 2 (meaning, a total of 6 binders); or, if Volumes 1 & 2 are to be included in a single binder under different tabs, meaning a total of 3 binders). Answer: Please refer to the solicitation, Addendum to FAR 52.212-1 SUBMISSION OF PROPOSAL; I. PROPOSAL SUBMITTAL INSTRUCTIONS. 19.On p. 41, what amendments or acknowledgements are being referred to for Volume I, other than FAR52.212.3 and FARS252.201-7000? Answer: Amendments to the solciitation, if any, that may be posted on Fed Biz Ops. 20.I was looking at R--Workforce Development Training - Solicitation Number: W912CN10R0070A and was wondering if it would be a possiblity to propose web based training modules for this? I was not able to find if you are demanding an on site instructor or not. Answer: All training specified in this requirement shall be formal classroom training or face to face training (no web-based training).
