- Description
- This project is to repaint two sides of the historic (ca. 1921) U.S. Army Air Corps Hangar at the Pearson Air Museum. The hangar is owned by the NPS, but is managed by the City of Vancouver and the Fort Vancouver National Trust. The historic hangar is a single-story, 5,250 square foot, timber-framed, clapboarded structure with sliding open bay doors on the west and east faces. The structure was rehabilitated in the 1990s and redeveloped as part of the Pearson Air Museum complex. It appears that the structure was partially sand-blasted and repainted with latex paint at that time. In 2009, the NPS and the City of Vancouver repainted the west face of the hangar. The exterior paint on the south and east faces contains lead-based paint and is now suffering from poor paint adhesion, and is peeling from many areas. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act and pursuant to the Small Business Competitiveness Demonstration Program. In accordance with FAR 36.204, the estimated magnitude of this construction project is under $25,000. The period of performance will be 60 calendar days after issuance of the Notice to Proceed. PROJECT LOCATION: The hangar is located at 1115 East 5th Street, Vancouver, WA. Maps and information about the park is at www.nps.gov/fova and www.fortvan.org/pages/pearson-air-museum. We encourage you to attend the site visit (details will be provided in the Request for Quotations, Section L). SOLICITATION DETAILS: This is a best value procurement set-aside for EMERGING SMALL BUSINESS concerns. The NAICS code for this project is 238320 and the emerging small business size standard is $7.0 million, average annual gross receipts for the past three years. Payment protection will be required if the award exceeds $30,000. All offerors must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov prior to the RFQ closing date. The electronic Request for Quotations will be available on approximately August 16, 2010, at www.fbo.gov and http://ideasec.nbc.gov. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov.
