Software Line of Code Past Performance Questionaire Cover Sheet Performance Work Statement Software Version List Past Performance Questionaire Sample Letter of Consent GFE Contract Data Requirements List DD Form 254 **************************************************************** REFERENCE NUMBER: 10-54 The Space Superiority Systems Wing( SYSW) intends to release a Request for Proposal, solicitation number FA8819-10-R-0003, for maintenance of Logisitics Information and Operation Network System (LIONS) on or about 12 Aug 10. This contract is expected to be a one-year base contract with four one-year options. The contract is expected to begin in December 2010. SYSW desires to contract for the data managmenet and susstainment of an existing, TO-00-20-2 compliant, web-based Top Secret/Special Compartmented Information (TS/SCI)Maintenance Data Collection (MDC) system that is accredited to receive and manage mainteance data collected from operational SYSW systems through the Air Force Secure Global Network (SGN) platform. Specifically, the contractor system must perform the following technical requirements; provide data/reports and populate forms regarding equipment management and tracking; equipment status reporting; configuration status; stock control reporting; preventative maintenance inspection tracking; unique identifier (UID) tracking; user access administratio and help desk support. Contractors must, at time of award have an established AF SGN Node located with a DCID 6/9 accredited facility and be capable of operating their SGN accredited system on the AF SGN platform. Personnel assignd to work on the contract must hold a - TS/SSBI, current within 5 years, with DCID 6/4 eligibility and briefed SCI. If working other contracts within the facility, a CONOPS must be provided to the SYSW/AS security office identifying how they will process/store and segregate the MDM data. The Government seeks a contract for the continued sustainment of LIONS as a web-baqsed, TS/SCI Specials Access Program/Special Access Required (SAP/SAR) AFSPC SGN accedited capability that is geopraphically accessible at multiple different different sites via AFPSC SGN and continues to provide the aforementioned functionally to current and future space control programs. Place of performance will be at the contractor's facility. Offers from qualified small and small disadvantaged businesses are encouraged. The appliciable NAICS is 518210 with a small business size standard of $25 million. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsmen shall maintain strict confidentiality as to the source of the concern.
