- Attachment 4 Attachment 3 Attachment 2 Attachment 1 Amendment I to RFQ 2010-Q-038 Please see the answers to questions submitted for CCDO Training and Technical Assistance (T/TA) solicitation support. Also, attached are CCDO Attachments 1, 2, 3, and 4 for corrections as stated in questions 2, 4, 6, and 7. Questions and Answers: Question 1 All interested contractors must be actively registered in CCR and provide a completed copy of the Offeror Representations and Certifications with their offer. Is the completed copy of the Offeror Representations and Certifications from the CCR registration site? ANSWER: Yes Please verify that we do not have to fill out the paper copies included in Attachment D. ANSWER: Offerors must complete FAR 52.212-3 Offeror Representations and Certifications (ORCA) Commercial Items or attach a copy of the offeror's certificate and representation from ORCA. Question 2 The narrative must demonstrate the ability to handle various projects at one time and demonstrate ability to deal with cyclical or seasonal demand. It must also describe two of the largest dollar projects similar in nature and scope that were completed on time at or under cost by the offeror's firm in the last three years. If no corporate experience is available, the Offeror may substitute current work experience which has been performed at a minimum of twelve (12) consecutive months. The narrative may include any awards received for projects, and must include the names and titles only of key personnel who worked on the projects. (Do not submit resumes in response to technical factor #5). The offeror should include a general statement of no more than one (1) page detailing the organization's history, which may include the organization's structure, the number of years it has been in business, and an organizational chart indicating key personnel. (Do not submit resumes in response to technical factor #5). Does this mean that for Technical Factor 2 only submit resumes that would not be submitted in Technical Factor 5? ANSWER: Correction, offerors are required to submit resumes only for Factor #5: Key Personnel and Professional Staff. See Attachment 1for revised section under Factor 2 "Corporate Experience" Question 3 Letters of Commitment are required for all key personnel, subcontractors and consultants proposed. Since our proposed Project Coordinator is a staff member, does this key position require a letter of commitment from either our company or from the individual? ANSWER: Per evaluation Factor 5, Letters of Commitment are required for all key personnel, subcontractors and consultants proposed. Current non-key personnel do not have to submit letters of commitment. Question 4 Volume I shall provide technical criteria 1, 2, 3, 4, 5, to be limited to a maximum of 18 pages, single-spaced Times New Roman -12 pt. font minimum, and one (1) inch margins on all sides, exclusive of the resumes of the personnel that will perform the work and contact information (contact name, organization, address and telephone numbers), which must be included in this volume. Technical Factor 6 is not listed. Should Technical Factor 6 be included in Volume I and the 3 pages for Technical Factor 6 be included in the 18 page maximum? ANSWER: Yes. See Attachment 2 for revised section under A.5 "Proposal Submission" Question 5 Project Coordinator. Serves as the contractor's liaison to the Government and provides general project oversight to ensure that contract requirements are met and that the contract is being performed in a cost-efficient manner. Manages the day-to-day operations of the contract, including project management for all task orders. Develops work plans; coordinates travel, tracks budgets; evaluates consultant performance; and monitors quality control of all work products to ensure completion on time and within budget. The expectation is that the Project Coordinator will provide not less than 10% of time to the project. Less than 10% of time for the Project Coordinator reflects recognition that a senior, executive level staff person is expected to support corporate programs and goals. Is less than 10% of time for the Project Coordinator permissible if the PC is a senior executive level staff person? ANSWER: No. Time on this project should equal 10%; this time can be combined between The Project Coordinator and another staff person (including senior/executive level). Question 6 GOVERNMENT APPROVAL OF CONTRACTOR STAFF The Government reserves the right to review the qualifications of all staff selected to work on the contract before assignment. During the course of the contract, the contractor shall submit résumés for any individuals being added to the contract staff. The Government reserves the right to review the qualifications of proposed new personnel and to reject individuals who do not meet the qualifications set forth in this SOW. If the Contracting Officer notifies the contractor of performance problems, the contractor shall take the necessary steps to resolve the problem (e.g., changes in personnel, removal of personnel, changes in procedures, etc.) within five (5) working days of receipt of such notice. The contractor shall use consultants in the CCDO Consultant Database and should have new consultants enrolled in this pool throughout the contract period. Selection of individual consultants for specific assignments will be subject to approval by CCDO. The contractor must ensure that the consultant work products are satisfactory. What is the CCDO Consultant Database? How do we find out which consultants are included already? Is it necessary to add proposed consultants to the database before contract award? ANSWER: The sentence regarding the CCDO Consultants Database is deleted, as CCDO does not have an established database. CCDO will share consultant information as requirements for this project become known. See Attachment 3 for revised section under "Government Approval of Contract Staff" Question 7 COMPUTER REQUIREMENTS. The contractor shall have access to the Internet and use software that is fully compatible with the latest application of Windows WordPerfect. Please clarify that the application is WordPerfect for Windows not Windows WordPerfect, and please explain what software would be fully compatible with the latest application? ANSWER: Windows XP is the operating system; Microsoft Office 2007 is the application software. See Attachment 4 for revised section under "Computer Requirements"
