- Technical specifical attached. THIS IS NOT A REQUEST FOR PROPOSAL OR SOLICITATION. INFORMATION WILL BE USED FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. The Defense Contracting Services Office (DSCO) is submitting this sources sought/Request for Information (RFI) on behalf of our customer the National Defense University (NDU) located in Washington, DC. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this source sought is voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or Government use of such information. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary as well as subject to modification and is in no way binding on the Government. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If and when a solicitation is released, it will be synopsized at this FedBizOpps website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future RFP. NO SOLICITATION EXISTS AT THIS TIME. Purpose The purpose of this RFI is to conduct market research used to support procurement of Commercial Off-The-Shelf (COTS) technology for the Pre-positioned Expeditionary Assistance Kits (PEAK) Joint Capabilities Technology Demonstration (JCTD). Interested parties whose technology meets the parameters set forth below will be asked to forward supporting information back to National Defense University (NDU). This will facilitate an analysis of options and resulting invitations for participation in a field day demonstration at the National Defense University, Washington D.C. between 30 August and 2 September 2010. Description In March 2010, the Office of the Secretary of Defense (OSD), US Southern Command (USSOUTHCOM), and the National Defense University (NDU) partnered to form the PEAK JCTD to address the following problem statement: USSOUTHCOM's capability for promoting security and enhancing stability within its geographic area of responsibility is constrained by a limited capacity for enabling scalable critical services during time-sensitive events. Authorities in theater often lack the capacity to develop or repair essential services in times of crisis. DOD and partner nations can improve their ability to provide critical services for targeted purposes during the first days of a natural or man-made crisis through a structured process involving public and private, government and trans-national participants. Additionally, DOD can help partner nations enhance their capabilities to carry out key missions through proactive military-to-military engagement. These collaborative efforts can contribute to regional stability. The operational user community has identified four primary desired capabilities and several supporting tasks / attributes to resolve the operational problem. These desired capabilities focus on providing essential services early in a crisis while building interagency and joint cooperation with partner nations. The National Defense University is seeking to identify commercial solutions and companies which can meet the following capabilities and attributes: · DESIRED CAPABILITIES •- Water purification equipment with the capability to produce potable water from fresh, brackish, and salt water § Includes filtration system, distribution capability, and storage container § Provides potable water for drinking and hygiene § Powered through the kit Power Generation System § Leverages existing technology •- Reliable power from primarily renewable sources for PEAK (water purification, communications, and situational awareness capabilities) § Provides power to the components of the kit § Power is generated through renewable resources (solar, wind, etc) with a fossil fuel generator backup § Has sufficient capacity to support all components of the kit simultaneously § Leverages existing technology •- Local situational awareness and information sharing on threats, local populace, services, environment, infrastructure, and other support personnel to enable first responders and decision makers to respond effectively to a time-sensitive event § an Unmanned Aerial System (UAS), control device, camera (still or motion), and platform to view images § Integrates with System § Power through the kit Power Generation System § Leverages existing technology •- Local, national/regional, and international communication to transmit/receive voice, data, and images § Consists of a communication device that transmits voice and data over a low bandwidth network § Enables personnel to communicate situation reports with authorities and other aid personnel § Integrates with situational awareness component of the kit § Powered through the kit Power Generation System § Leverages existing technology •· REQUIRED ATTRIBUTES •- Utilizes commercial-off-the-shelf (COTS) technology with limited development •- Easy to operate and train •- Low maintenance and sustainment requirements and costs •- Exportable to foreign nations •- Non-proprietary technology •- Light weight (man portable) •- Durable and weather resistant •- Limited HAZMAT requirements •- Transportable by military and civilian air, sea, and land modes •- Completed kit and consumables must fit on a single 463L Cargo Air Pallet functional requirements and technical specifications are included at attachment in excel format The following information is specifically requested in this RFI: Interested parties are hereby requested to submit descriptions of their technology which include: Company name, address, and webpage Main products and services Contact person/info responsible for answering this RFI Description of the specific product/technology being offered for consideration to include: - Comparison of technical specifications to those provided at attachment - Reference customers using comparable products - Availability of spare parts and support services - Price The submitted documentation and content thereof becomes the property of the U.S. Government and will not be returned. The Government will not reimburse costs associated with the documentation submitted under this request. Responders are solely responsible for all expenses associated with responding to this inquiry. Although solicitation terminology may appear in this inquiry, your response will be treated as information only and will not be used as a proposal. This notice is part of Government market research. Information received as a result of this request will be considered as sensitive and will be protected as such. Any company or industry proprietary information contained in responses should be clearly marked as such, by paragraph, such that publicly releasable and proprietary information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from unauthorized disclosure. The Government will not use proprietary information submitted from any one source to establish the capability and requirements for any future acquisition, so as to inadvertently restrict competition. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement, as well as the eligible small business concern's name, point of contact, address and DUNS number. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant solicitation(s).
