Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with Raytheon Company for an acquisition supporting the AH-1W Attack Helicopter. This acquisition is for eleven (11) Weapons System Testers, which consist of proprietary synthesizers, interface fixtures, and cables designed to interface the TOW 2B missile test set to the calibration equipment to simulate and interface measurements, functions, and controls. The Weapons System Test set and the Weapons System Tester have been specifically designed to support AH-1W M65/NTS TOW 2B system. The test sets and the system testers are currently in the Navy inventory. This procurement is for additional Weapons System Testers to satisfy the allowance list quantity shortages created by the recent addition of these Weapons System Testers to the LHA and LHD Class Ships. Raytheon is the Original Equipment Manufacturer and owns the design, development, manufacturing processes, and test procedures to produce and certify a product capable of meeting the Navy's requirement. The Government does not own the rights to current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
