- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with VWR, doing business as Ward's Natural Science, for the purchase of Stormwater Floodplain Simulation Systems. The hands-on stormwater floodplain simulation model and visualization tool will be used for education and outreach in courses of study concerning hydrology and the environmental sciences. The model will serve to demonstrate the role of floodplains in influencing storm water runoff and flooding, as well as impacts of flooding within the watershed and floodplain areas. The model simulates multiple real world landscape settings and flooding scenarios. Specifications for the model: - Large, clear acrylic tank (approximately 46" x 16" x 9") - Headwater trays and landform insert accessories to simulate wetland, parking lot, and retention pond scenarios - Functionality to customize slope and simulated rain intensities - Capability to create levees and additional landscape settings - Capability to measure gages and river levels - Curriculum guide with clearly outlined age-appropriate student activities and experiments This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the simulation systems may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
